I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 9/13/17 Agenda
Moved by Commissioner Soltvedt and seconded by Commissioner Kallemeyn to
approve the September 13,2017, Parks and Recreation Commission meeting
Illagenda. Motion carried 7-0.
3.1 Consider 8/9/17 Regular PRC Minutes
Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to
approve the following August 9,2017, Parks and Recreation Commission Minutes.
Motion carried 7-0.
4. Open Forum - None
5. Action Items
5.1 Park Dedication — Dancing Crane Acres
Mr. Benoit presented his staff report.
Chair Anderson asked commission members to consider a trail easement since there is not
a side designated for future trails in that area.
Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan to
recommend to City Council to add a 15 foot trail easement in addition to Sherburne
County easement and to accept park dedication for the plat of Dancing Crane
Acres to be paid for one dwelling unit at the rate applicable when subdivision is
IIIreleased for recording. Motion carried 7-0.

6. Discussion Items— None
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report. Handed out the Busting Buckthorn event flyer.
Chair Anderson asked if the project will cover soil corrections at Lion John Weicht Park
for the softball fields and if staff is working with the Elk River Lions.
Mr. Hecker shared that the soils will be a part of the project and that the Elk River Lions
will be updated as to what is happening at the park.
Commissioner Niziolek asked if the road going into lion John Weicht Park will be
updated.
Mr. Hecker stated that the road is not part of the process and will happen afterwards.
Chair Anderson asked if band shell will be removed.
Mr. Hecker shared that the band shell will be removed as a part of this project.
Commissioner Holmgren asked if the School district is all in on this plan as there has been
a history between the city and school district of having a divide in communication when

there is city run facility on school district property and vice versa.
Mr. Hecker shared that they've met and are on board and there is still more work to be
done.
Councilmnember Olsen asked if the churches have been notified that the band shell will be
removed in this plan.
Mr. Hecker said not as of yet and will be if the project is approved.
Chair Anderson reminded everyone about the Buckthorn Busting event on Oct. 19.
8.1 Recreation Manager's Update
Mr. Benoit presented his staff report. Sharing highlights about the Activity Center
programs.
8.2 Parks Superintendent's Update
Mr. Sevcik presented his staff report.

There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission at 7:18 p.m.
1. Work session
The work session meeting of the Elk River Parks and Recreation Commission was called
to order at 8:07 p.m. by Chair Anderson.
1 1.1 Trails Master Plan
Mr. Sevcik led discussion regarding the Trails Master Plan. Shared a PowerPoint review of
the May meeting where it was decided which side of the road the trail will go.
Chair Anderson said we should think about doing a trail along County Road 34 east to
Anoka County or would it be redundant with the trail on County Road 33 going east.
• Mr. Sevcik believes Anoka County has a regional trail on County Road 33.
Chair Anderson asked to put a blue line on County Road 34 as a place holder.
Kliever Lake/YAC Area
Chair Anderson asked if there would be a south trail in Hillside and to add conceptual
arrows going south out of hillside.
Downtown/Lion John Weicht Park/Bailey Point Nature Preserve Area
Shorten trail to Norfolk instead of Morton Ave.
Woodland Regional Trails
Extend 35 to big lake throw ship
County Road 1, County Road 32, and County Road 33 North
Commissioner Niziolek shared possibilities of trails
Interior trail would be more suitable.
Discussed taking trail on County Road 32 and doing an underground crossing south of
209th near and old cattle crossing so the trail would go to east side.

11.2 Parks Improvement Fund
Mr. Sevcik led discussion regarding the Parks Improvement Fund.
Shared the Parks department capital equipment replacement schedule and updated Park
Improvement Fund spreadsheet.

There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission work session at 9:31 p.m.
