07-12-2017 PR MIN 4 City of Meeting of the Elk River Parks and OElk �� Recreation Commission River Held at the Elk River City Hall Wednesday,July 12, 2017 Members Present: Chair Anderson, Commission members Ahlness,Niziolek,Kallemeyn, Soltvedt,and Sagan Members Absent: Commission member Holmgren Council Liaison: Mr. Olsen Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik,and Recreation Coordinator, Tonya Love . Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 7/12/17 Agenda ID Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to approve the July 12,2017, Parks and Recreation Commission meeting agenda. Motion carried 6-0. 3. Consider 06/14/17 Regular PRC Minutes Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the following June 14,2017, Parks and Recreation Commission Minutes. Motion carried 6-0. 4. Open Forum Elk River resident Gary Santler, spoke in regards to the Rivers Crossing Townhome units off of Auburn Place. He requested that the Commission look at solutions for parking near the Barrington Park due to the traffic increase. 5. Presentation 5.1 Biathlon Building Mr. Hecker presented his staff report. Lynda Bouley shared the work the volunteers did to clean up the biathlon building. III Parks&Recreation Commission Minutes Page 2 IIIJuly 12,2017 5.2 Bailey Point Nature Preserve Plantings Chair Anderson shared that the Bailey family wanted to celebrate the families 100th year of Cretex and planted 4000 planting seeds. The Bailey family donated$4000 for the project along with many volunteers helping. 6.1 Richard Thompson Simple Plat - 17-12 Mr. Benoit presented his staff report. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to recommend to City Council to accept park dedication for the plat of Thompson Second Addition to be paid for one dwelling unit at the rate applicable when subdivision is released for recording. Motion carried 6-0. 6.2 Orono Park Master Park Plan Mr. Hecker presented his staff report and shared a few updates that were decided at the last work session. Parking was changed to state"to be considered",adding a fitness area and basketball next to the Pickleball area. III Moved by Commissioner Soltvedt and seconded by Commissioner Saganto accept staffs recommendation to recommend to City Council to approve Orono Park Master Park Plan. Motion carried 6-0. 7. Discussion Items - None 8. Parks and Recreation Director Update Mr. Hecker presented his staff report. 9.1 Recreation Manager's Update Mr. Benoit presented his staff report,highlighting the Rivers Edge Commons Park Grand Re-Opening Celebration and Youth Park Races. Mr. Benoit added that we were contacted by a National Fitness organization to collaborate with them as a chosen site from around the nation to install a free fitness court and sharing a video.
