SUBJECT: Regular Meeting of the Elk River Heritage Preservation Commission
This is a brief discussion of the meeting on Thursday, October 19, 2017, at 6:00 p.m. at the Elk
River City Hall. The agenda is included with this memo.
General Business
5.1 Heritage Preservation Conference Recap
Commissioner Mortensen and Planner BrieAnna Simon will provide a summary of the
seminars and events they attended during this year's conference.
5.2 Jackson Street Water Tower
Since the May 2017 meeting, staff spoke with a number of companies seeking a consulting
firm to prepare the architectural plans and studies needed to move the restoration process
forward. Staff received an estimate from Kodet Architectural Services, and used that
estimate to apply for a grant to fund the approximately$8,000 cost to prepare the
drawings. The City of Elk River has been issued this grant for the full request. The first
step of this the architectural plans and studies will include an Unmanned Aerial Vehicle
(UAV) scan of the Jackson Street Water Tower. Kodet Architectural Services will be
conducting a UVA on Thursday January 25th,2018—weather permitting.
Once the architectural plans and study has been completed, the next step in the process
will be to apply for a grant in May 2018 to fund the actual restoration work. Unfortunately
it appears the previous estimate of$85k to restore the tower was inaccurate, and Kodet
has provided a cost closer to $300k for a complete project.
5.3 2017/2018 Guided Historic Walk Tours
In 2017 Commissioner Lindberg provided two guided walking tours before the Thursday
concerts in downtown. After the first tour a full-page write-up of the appeared in the Star
News, and a second one was scheduled. Staff will discuss tour dates for 2018, and work
with the Parks and Recreation Department to add them to their promotional materials for
next years concert series.

5.4 New Website -Web based Historic Walking Tour
Staff will provide an overview of the new city website and provide examples of how the
walking tour page will appear on the site.
5.5 Salk Middle School History Fair
Earlier this staff and the commission participated in judging during the history fair at Salk
Middle School. Please make time in your schedule for 2018 as the sign-up will be fast
approaching.
5.6 Annual Report
The Annual Report of the Elk River HPC is a requirement of the Minnesota Historical
Society to retain certified local government status. The report outlines the activities of the
commission during the last year. Please review the report and note any changes for staff.
Action from the Commission is required.
