HPSR 01-18-2018 City .(kk k,-, EI Meeting of the Heritage Preservation Commission Held at the Elk River City Hall May 25, 2017 Members Present: Chair Fox, Commissioners Lindberg,Mortensen,Nicholas and Jordan Others Present: Planning Manager Zack Carlton,Planner BrleAnna Simon, Council Liaison Jenifer Wagner. Members Absent: None 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:01 p.m. by Chair Fox. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider May 25, 2017, Agenda Moved by Commissioner Mortensen and seconded by Commissioner Nicholas to approve the May 25, 2017, agenda. Motion carried 5-0. 4. Election of Officers Commissioner Lindberg nominated Josh Fox for HPC Chair. Motion carried 5-0. Chair Fox nominated Commissioner Mortensen for HPC Vice Chair. Motion carried 5-0. S. Consent Agenda 5.1 January 19, 2017, HPC Minutes Moved by Commissioner Mortensen and seconded by Commissioner Nicholas to approve the January 19, 2017, minutes. Heiitage Pieseivation Commission Meeting Elk Rivet City Hall May 25,2017 Motion carried 5-0. 6.1 Jackson Street Water Tower Mr. Carlton provided an overview of the project condition assessment by stating the City of Elk River is no longer working with Collaborative Design Group for this report. The city has contacted a number of consulting firms to continue the repair work. Staff will be applying for grants to help fund construction documents. Mr. Carlton provided an overview of the estimated project costs of$85,000 to obtain construction assessment documents. 6.2 Historic Preservation Web Page Ms. Simon provided an overview of the webpage created for the History Walking Tour. Staff asked Commission members to review and provide content on functionality, content,pictures and anything else that may be beneficial. The following comments were provided during the meeting: • Add the names of the individuals who built the bridge and saw mill • Provide additional sites on web page with local significance such as historic homes • Would like to provide as much local historical information as possible • Would like to see an interactive map of historical sites Staff will be updating the format of the site to incorporate previous suggestions once the content has been finalized. 6.3 Downtown Elk River Sign Ordinance Amendment Mr. Carlton provided a summary of the current downtown sign regulations and a proposed ordinance amendment to permit changeable copy signs above the string course. The commission was comfortable with signage above the stringcourse of the buildings,but some members expressed concerns with digital changeable copy signs in the downtown district. 7. Updates Mr. Carlton inquired to see if any Commission Members would interested in attending the the Annual Minnesota Historic Preservation Conference taking place on September 14-15,2017 in Albert Lea. Chair Fox and Commissioner Mortensen stated they would be interested. Ms. Simon inquired about going after grant opportunities to create a local designation of historic buildings and/or obtaining signage at national registered historic places in Elk River.
