Action Requested
Discuss and provide staff direction regarding a recreation facility referendum.
Background/Discussion
On January 17, 2017, the Council in a work session discussed the failed 2016 referendum for a
multipurpose community center. The Council consensus was to engage 292 Design Group to update
their previous arena concept plans with information received during the community engagement process
of the Community Center Task Force; to also engage JLG Architects for an updated plan for Lions Park
Center and Lion John Weicht Park; and to reach out to the Elk River YMCA to see if there was an
interest in a partnership for senior services.
On August 7, 2017, the City Council, by a 5-0 vote, directed staff to prepare a request for proposal for
architectural and engineering services.
On October 2, 2017, the Council adopted, by a 3-2 vote, an agreement for architectural services with 292
Design Group.
On November 20, 2017, the Council approved, by a 5-0 vote, an agreement for construction manager
services with RJM Construction.
Council Member Wagner has indicated a desire for the City Council to reconsider a single, multi-purpose
recreation facility and to place it for consideration in an election referendum.
