I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 01/10/18 Agenda
Chair Anderson asked to add Item 9.3 Recognition
Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to
approve the January 10,2018, Parks and Recreation Commission meeting agenda
with the recommended changes. Motion carried 7-0.
3.1 Consider 12/13/17 Regular PRC Minutes
Moved by Commissioner Sagan and seconded by Commissioner Soltvedt to
approve the following December 13,2017 Parks and Recreation Commission
Minutes. Motion carried 7-0.

5. Action Items
5.1 2018 Commission Meeting Calendar— February meeting date
Mr. Hecker presented his staff report.

6. Discussion Items
6.1 Trails Master Plan
Mr. Sevcik presented his report.

Commission members gave the following thoughts on issues brought up by staff.
• Commissioners do not want to extend the library trail to Mississippi.
• The rationale to switching the trail from one side to the other on Meadowvale Road,
was traffic would be coming from the south and the property on north is undeveloped
and will be for an unforeseen time. The trail crossing should go under the road.
• Trail crossing at Highway 10 Bridge should be removed and crossing should be at
Proctor and Commission members believe it is undesirable at this time, and need to
discuss improving that option.
• Trail at Twin Lakes road switched to keep it consistent coming from the North and
chose CR13 to cross to access development.
• Add a conceptual trail at Kelley Farm to connect to River trail.
• Mark 165th as wide shoulder use for trails.
• Keep trail on east of Twin Lakes Rd and take out West side.
• Keep trail on west side of Proctor.
7. New Facilities Design and Construction Update
Commissioner Sagan shared an update.
Mr. Hecker shared updated floor plan for the facility design.
8. Parks and Recreation Director Update
Mr. Hecker presented his staff report.
9.1 Recreation Manager's Update
Mr. Benoit presented his staff report. Sharing highlights about the Santa in the Park event.
9.2 Parks Superintendent's Update
Mr. Sevcik presented his staff report.
9.3 MRPA AWARD
Chair Anderson shared that Commissioner Soltvedt received the Jack Niles award from
the MN Recreation and Parks Association (MRPA).
