RE: MPCA CERTIFICATE OF COMMENDATION
Dear Mr. Klaers:
The attached letter from the Minnesota Pollution Control Agency announces the receipt of a
Certification of Commendation for outstanding operation, maintenance, and management of
the City's Wastewater Treatment System. Among other things, this award recognizes that
the WWTP has not exceeded its effluent limits during the period of October 2003 through
September 2004 and that all monthly and annual reports were completed accurately and in a
timely fashion. As such, this is a direct reflection on the leadership of Gary Leirmore and
the work and effort put forth by his staff.
Since Gary has taken over as Chief Operator, Elk River's Wastewater Treatment Plant has
received this award every year except 2000 when activities at the WWTP caused the effluent
limits to be exceeded. In addition, it should be noted that the WWTP received the EP A
Region 5 first place award in 2001 and the EP A National second place award the same year.
I believe it would be appropriate to recognize Gary and his staff's efforts throughout the
year that made it possible for the Elk River Wastewater Treatment Plant to receive this
award.

Thank you for your application for a Minnesota Wastewater Treatment Facility Operational Award.
Based on my review of your application and compliance records for the period October 1,2003,
through September 30, 2004, you have been confirmed as the recipient of a Certificate of
Commendation for outstanding operation, maintenance and management of your wastewater
treatment system. Congratulations on your efforts to protect the waters of Minnesota!
This award recognizes you for ensuring:
. That your facility was overseen by a properly certified operator;
. That your facility did not exceed the effluent limits contained in your permit;
. That all of your required monthly and annual reports were timely and complete; and
. That your facility did not experience any bypasses, enforcement actions or inspections
identifying significant compliance concerns.
The Minnesota Pollution Control Agency (MPCA) would like to recognize your accomplishment by
presenting the certificate to you and/or a representative of your operating staff at the 2005 Annual
Wastewater Operations Conference. The conference will be held from March 16 to March 18,2005,
at the Ramada Inn Airport Hotel and Thunderbird Conference Center in Bloomington, Minnesota.
The hotel is located at 2300 East American Boulevard in Bloomington.
The presentation of the Certificate of Commendation will take place during the Award Ceremony,
beginning at 3:00 p.m. on Thursday, March 17,2005, in the Menominee Hall. Please note that the
day of the ceremony is different than in past years.
Enclosed is a request for information concerning newspaper notification of your receipt of the
