I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.
2. Consider 11/20/2017 Agenda
Ms. Othoudt requested to move items 7.1 and 7.2 after item 4. Open Forum.
Moved by Commissioner Wagner and seconded by Commissioner Olsen to
approve the November 20, 2017, Economic Development agenda.
Motion carried 5-0.
3. Consider Consent Agenda
Moved by Commissioner Ovall and seconded by Commissioner Wagner to
approve the following consent agenda:
3.1.
October 16, 2017, EDA Minutes.
3.2.
Check Register
3.3.
Balance Sheet
3.4.
Revenues -Expenditures
Motion carried 5-0.
4. Open Forum

7.2 Debbie Huebner — Recognition
Ms. Othoudt presented the staff report.
The EDA commended Ms. Huebner on being a tremendous asset to the city and her
many years of service to the EDA and Housing and Redevelopment Authority.
7.1 Elk River Meats - Recognition
Ms. Othoudt presented the staff report and played a WCCO broadcast video
recognizing Elk River Meats and their Viewers' Choice Award for their Happy Sticks
beef stick in Minnesota.
President Tveite presented Bob and Mary Robeck with a plaque and the EDA
congratulated the Robecks on their recognition and as being a long-established
business in the city.
6.1 Director's Report
Ms. Othoudt presented the staff report.
6.2 TIF Policy
Ms. Othoudt presented the staff report.
Moved by Commissioner Wagner and seconded by Commissioner Olsen to
approve the Tax Increment Financing Policy as presented in the staff report.
Motion carried 5-0.
8. Adjournment
There being no further business, Chau Tveite adjourned the meeting of the Elk
River Economic Development Authority at 5:42 p.m.
