MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
TUESDAY, JANUARY 22, 1991
Members Present:
Mayor Tralle, Councilmembers Schuldt, Holmgren,
Kropuenske, and Dietz
Members Absent:

Pat Klaers, City Administratorj and Lori Johnson,
Finance Director
Pursuant to due call and notice thereof, the meeting was called to order at
7:00 p.m.
The City Administrator indicated that he had been approached by the Assembly
of God Church regarding a youth worker program. The City Council agreed
that a riverbank clean up along the Mississippi River from Babcock Park to
the C1owntown area and beyond would be appropriate and that the City street
crew should be available as needed.
Roger Holmgren gave an overview of the Community Center Task Force's work
and draft proposal. He indicated that the group addressed design and
phasing, sites, "selling" the project to the public, and financing.
The Council then discussed site selection for the community center and also
for City Hall and Police complex. The Council reviewed the components of
the draft proposal and also reviewed the community center needs as described
in the community survey. The City Council concluded that although the draft
proposal addresses the ultimate community center needs, the proposal would
not be salable to the citizens at this point.
The Council felt that the need for meeting and community rooms (the highest
ranking need in a community center) could be met by incorporating these
items into a City Hall complex which could be constructed without a
referendum.
Three sites were discussed for the City Hall complexj the Morrell property,
the cemetery property and downtown river property.
The Ci ty Counci 1 concluded that a. referendum for the proposed community
center, even for Phase I of a community center, would not pass at this
time. Also, there was a consensus that construction of a City Hall and
Police facility was a more urgent need at this time than a recreational or
community center facility. The Council also agreed that it was not
appropriate to spend add i tional funds to prepare for the possibil i ty of a
referendum. The Council further agreed that the Ci ty should pursue a site

for the ultimate community center so that an appropriate location will be
available for future construction.
The City Council requested that Zack Johnson, EOS Architecture, meet with
the Council on February 13 to discuss the community center conclusions and
preliminary space needs for the City Hall and Police Department. The
Council further requested that a letter be sent to the Community Center Task
Force before the next meeting making the Task Force members aware of the
Council's comments regarding the draft proposal.
The meeting of the Elk River City Council adjourned at 9:30 p.m.
