09-05-1991 CC MIN - EXECUTIVE e CLOSED MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL THURSDAY, SEPTEMBER 5, 1991 MEMBERS PRESENT: Mayor Tralle (7:25 p.m.), Councilmembers Dietz, Holmgren, Schuldt, Kropuenske (7:15 p.m.) MEMBERS ABSENT: None STAFF PRESENT: Patrick Klaers, CitY,Administrator; Lori Johnson, Finance Director; and Sandra Thackeray, City Clerk ALSO PRESENT: Kathleen Heaney, Sherburne County Attorney; and Ty Bischoff, Sherburne County Assessor Ty Bischoff informed the Council that a petition has been signed against Sherburne County regarding the asses~ed valuation of property located in Elk River. ' The Council discussed the 1991 assessed commercial valuation and the effect the reduction in valuation would have on the City, the County and the School District. tit Council member Holmgren indicated that he would abstain from any vote due to a conflict of interest as he is an employee of the Sherburne County Assessor's office. Mayor Tralle indicated that it is appropriate for Sherburne County to uti lize legal aid available from the City and the School District. COUNCILMEMBER KROPUENSKE MOVED TO AGREE TO SPEND UP TO $10,000 TO DEFEND THE PETITION OF REDUCTION IN ASSESSED VALUATION. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. Councilmember Holmgren abstained. COUNCILMEMBER DIETZ MOVED TO ADJOURN THE CLOSED SESSION OF THE ELK RIVER CITY COUNCIL. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0.
