Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order by Mayor Tralle at 7:00 p.m. 2. Consider 4/2/90 City Council A~enda Items 7.1, City Float-Councilmember Kropuenske and 7.2, Lake Orono - Mayor Tralle were added to the agenda. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 4/2/90 CITY COUNCIL AGENDA AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3.1 Consider 3/19/90 City Council Minutes Councilmember Holmgren requested that the sentence indicating his reason for absence be located under Members Absent, next to his name. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 3/19/90 CITY COUNCIL MINUTES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3.2 Consider 3/21/90 City Council Minutes COUNCILMEMBER SCHULDT MOVED TO APPROVE THE 3/21/90 CITY COUNCIL MINUTES. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3.3 Consider 3/26/90 City Council Minutes COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 3/26/90 CITY COUNCIL MINUTES. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. City Council Minutes April 2, 1990 Page 2 e 4. Open Mike 4.1 Dick Moore-Mork Clinic Mr. Dick Moore, of Mork Clinic, appeared before the City Council. He stated that he wanted to clear up any misunderstandings regarding the City Council and the Mork Clinic operation. He stated that the City of Elk River has fulfilled their part of the Mork Clinic operation 100% and that although Mork Clinic had problems between the two attorneys, none of these problems reflect on the City Council. He thanked the Council and stated he is happy with the progress. Mayor Tralle thanked Mr. Moore for coming before the Council and stated that the Mork Clinic would be a welcome addition to the City of Elk River. 4.2 Occupational Therapy Month Proclamation Mayor Tralle indicated that Meagan Mahoney Keiser, a registered Occupational Therapist at the Elk River Nursing Home, has requested that the City Council proclaim the month of April as Occupational Therapy month. Mayor Tralle signed the proclamation thereby proclaiming April, 1990, as Occupational Therapy month. e 4.3 Emer~ency Action Plan for Elk River Dam Phil Hals, Street/Park Superintendent, distributed the emergency preparedness and response plan for the Elk River Dam. The Council reviewed the plan with Mr. Hals. Mr. Hals indicated that the plan would be reviewed and tested yearly. COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE EMERGENCY PREPAREDNESS AND RESPONSE PLAN. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.4 Russ Anderson Russ Anderson appeared before the Council with a request for a $6,000 expenditure for the aerial platform truck which has been ordered. He stated that they will be redesigning the platform on the top of the ladder due to a new design recently approved by OSHA. Mr. Anderson further stated that this design was approved after the bidding process and that the design would be safer and more convenient for the firefighters. COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE EXPENDITURE OF $6,000 FOR THE REDESIGN OF THE PLATFORM ON TOP OF THE LADDER OF THE FIRETRUCK. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.1 Air Samplin~ Device e Phil Hals, Street/Park Superintendent, indicated that UPA has requested permission to construct an air sampling device which would be monitored by the University of Minnesota at Orono Park. Mr. Hals stated that the purpose of the study was to look at the dioxin emissions from incinerators. He explained that the si te needs electrical power and that the sampler would be located in a 20' x 20' chain link enclosure and that the facility could be in use for up to two years. City Council Minutes April 2, 1990 Page 3 e COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE AIR SAMPLING DEVICE TO BE LOCATED IN ORONO PARK. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.2 Buildin~ and Zonin~ Annual Report Steve Rohlf, Building and Zoning Administrator, introduced Gary Schmitz, Recycling Coordinator and Janelle Szklarski, Zoning Assistant, to the City Council. Steve Rohlf, Building and Zoning Administrator, presented the Building and Zoning Department 1989 Annual Report to the City Council. Mr. Rohlf began by showing the increase of multi-family and residential growth in Elk River. He explained that the percent of multi-family dwellings in Elk River increased from 10.4% in 1980 to 21.9% in 1989. Mr. Rohlf stated that he felt 21. 9% of multi-family dwelling is a li ttle high and would feel more comfortable around 18 to 20%. He stated that the best way to control the multi -family increase in Elk River would be through zoning. Discussion was held by the Council on the strain on city services which multi-family creates. Mayor Tralle indicated that he would like to be kept informed of the percentage of multi-family. He indicated that this was important to the City of Elk Ri ver because the survey results indicated that people wanted to keep Elk River rural in nature. e Mayor Tralle questioned the Building and Zoning Administrator regarding the number of available residential lots. The Building and Zoning Administrator explained that in 1990, the City estimates that there will be a backlog of 150 residential lots. He stated that the staff is estimating that single family growth in Elk River will be at approximately 150 to 180 homes and further stated that unless more lots are platted, single family residential growth will greatly drop in 1991 or 1992. The Building and Zoning Administrator explained to the Council that he is not placing any judgements on the amount of residential growth or lack of growth in Elk River, but that he is making the Council aware of the situation. He stated that growth is healthy but is not sure how much growth the Council wants to promote. The Building and Zoning Administrator indicated that 1990 will prove to be a very strong year for commercial and industrial growth; however, beyond 1990, without the expansion of city sewer and water, commercial and industrial growth will slow down. Councilmember Kropuenske stated that if the City does not find a way to fund city services, it will choke Elk River because industrial and commercial growth will grow around Elk River. e The Building and Zoning Administrator reviewed the accomplishments of Terry Zajac, Residential Building Inspector and Cliff Skogstad, Building Official. He stated that both inspectors have done a good job and have provided quality inspections regardless of the rapid growth taking place in Elk River. City Council Minutes April 2, 1990 Page 4 e Councilmember Schuldt questioned whether the Building Official will be doing rental inspections or residential interior inspections. The Building and Zoning Administrator indicated that the City is considering doing rental inspections which would consist of inspecting the inside of multi-family residential units for minimum health safety and welfare standards. He further stated that it would consist of inspecting the outsides of the rental units in regard to a lawn being put in and the buildings being painted. The Building and Zoning Administrator further stated that there would be no indoor inspections of private single family homes. Councilmember Holmgren indicated that the Assessor's Office visits the homes in Elk River once every four years. He suggested working on a team basis with the Building Official. The Building and Zoning Administrator stated that he would be in favor of the Assessor and the Building Official visiting the rental units at the same time. e Steve Rohlf, Building and Zoning Administrator, stated that the Recycling Coordinator would be working on recycling goals for the City of Elk River. Mayor Tralle questioned Mr. Schmitz whether he would be working toward a voluntary or mandatory recycling program. The Mayor stated that the Council favored a phased-in approach starting with a voluntary program. He further stated that it would help to educate the people in the City prior to implementing a program. Mayor Tralle further stated that there has been a request for a compost site. Steve Rohlf stated that the City will be looking at a curbside collection program by this summer. He further stated that he has eliminated the Ci ty oil drop off site and that there are four locations wi thin the Ci ty of Elk River which will take used oil. The Building and Zoning Administrator indicated that the Recycling Coordinator will be working on paper recycling in the City Hall and further that he will be working on a compost site. The Building and Zoning Administrator reviewed with the Council the 1990 zoning goals. Mayor Tralle stated that the sign ordinance was listed as one of the zoning goals. He indicated that he has met with the Planning Commission Chair and that the sign ordinance will be heard by the Planning Commission at the April 17 meeting. The Building and Zoning Administrator reviewed the summary of the Annual Report with the Council. He summarized by stating that commercial and industrial growth will take city encouragement by providing city services. -- Councilmember Holmgren questioned the goal regarding rethinking and reemphasizing the goals set forth in the 1988 Growth Management Plan. Councilmember Schuldt stated that he felt the Planning Commission and Council should review the Growth Management Plan. The Building and Zoning Administrator stated that the City should make sure the plan is what the City needs and that the City should follow through with the plan. He indicated that people rely heavily on the Growth Management Plan and that he has had negative comments from people regarding the Ci ty not following the plan. The Council thanked the Building and City Council Minutes April 2, 1990 Page 5 e Zoning Administrator for presenting the 1989 Building and Zoning Department Annual Report. COUNCILMEMBER KROPUENSKE MOVED TO ACCEPT THE 1989 BUILDING AND ZONING ADMINISTRATOR ANNUAL REPORT. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. The Building and Zoning Administrator requested that Gary Schmitz be appointed to the County Shade Tree Board. COUNCILMEMBER KROPUENSKE MOVED TO APPOINT GARY SCHMITZ, THE CITY RECYCLING COORDINATOR, TO THE SHERBURNE COUNTY SHADE TREE BOARD. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. Gary Schmitz stated that he had met with the local businesses in the area regarding Earth Day and questioned the Council whether the City had any plans regarding this activity. Gary Schmitz indicated that he would be willing to work with the City and with the local businesses in order to implement a program for Earth Day. It was the consensus of the Council to have Gary present at the EDA meeting on 4/9/90 to present ideas regarding Earth Day. 6. Check Re~ister e COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.1 City Float Councilmember Kropuenske stated that through a joint effort with the Chamber of Commerce, the Elk River Jaycees and the City of Elk River, a City of Elk River float has originated. Councilmember Kropuenske distributed a drawing of the float and the cost breakdown of the float. He stated that the float would cost $1,850 plus an additional $500 for costumes. He requested help to pay for the float from the City. COUNCILMEMBER HOLMGREN MOVED TO PAY THE ESTIMATED $1,850 FOR THE CONSTRUCTION OF THE CITY OF ELK RIVER FLOAT TO COME OUT OF EDA PROMOTIONAL FUNDS. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. It was the consensus of the Council that the remaining $500 for the costumes would be picked up by the Jaycees and the Chamber of Commerce. 7.2 Lake Orono e Mayor Tralle stated that he and Councilmember Kropuenske had met with the Lake Orono Homeowner's Association regarding a verbal proposal from a dredging consultant. Mayor Tralle stated that the City's Engineer was also present and that the consultant would be visiting and touring the City with the Engineer to look at the options regarding the dredging of Lake Orono. Mayor Tralle indicated that this would be an e e -- City Council Minutes April 2, 1990 Page 6 expensive project; however, the consultant quoted a cost of approximately $400,000 to $500,000 which was a lot less than the DNR's quoted price of 1.5 million dollars. Mayor Tralle stated that he would be working with other cities and townships in the County to get them involved in the dredging process as this would reduce the cost to the City. Mayor Tralle stated that he brought this up to inform the Council that the project has been initiated and some steps are being taken to look at cost and the feasibility of this project, and further that he would keep the Council informed. 8. Adjournment There being no further business, COUNCILMEMBER SCHULDT MOVED TO ADJOURN THE MEETING. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
