11-05-1990 CC MIN e e e MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, NOVEMBER 5, 1990 Members Present: Mayor Tralle, Councilmembers Schuldt, Holmgren, Dobel and Kropuenske Members Absent: None Staff Present: Phil Hals, Street/Park Superintendent; Pat Klaers, City Administrator 1. Call Meetin~ To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 8:05 p.m. 2. Consider 11/5/90 City Council A~enda Item 3.5, "Open Mike" and Item 6.5, "Wood chipper", were added to the agenda. COUNCILMEMBER HOLMGREN MOVED TO APPROVE COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE AGENDA AS AMENDED. THE MOTION CARRIED 5-0. 3. Consider 10/29/90 City Council Minutes COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 10/29/90 CITY COUNCIL MINUTES. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3.5 Open Mike Mr. Mike Boelter, owner of Boelter's Repair Shop, located at the intersection of Highway 10 and Main Street, was present to discuss the future removal of curb cuts on Highway 10. In order to utilize these accesses to Highway 10, employees at Boelter's must drive across railroad property that is being used as a City park. Mr. Boelter indicated that the removal of these curb cuts would greatly inhibit his access and cause further congestion of the intersection. Mr. Boelter indicated that, at one time, he had verbal permission from MnDOT to use these accesses when Highway 10 was reconstructed around 1984. The City Council discussed the curb cuts and reviewed a letter from Burlington Northern which indicated that they would welcome the removal of these two entrances. Phil Hals, Street/Park Superintendent, also indicated that he had received verbal concurrence from MnDOT regarding its approval for the removal of these curb cuts. The City Council discussed how the removal of the curb cuts would> be consistent with the development of green space in this area. Discussion took place regarding limited access into Boelter's once these curb cuts are removed. The Council indicated its desire to see City Council Minutes November 5, 1990 Page 2 e Mr. Boelter relocate his operation because of traffic difficulties and the fact that he is no longer in the gasoline selling business. Additionally, Mr. Boelter indicated that he no longer required highway visibility since he is no longer in the gasoline business. Staff was instructed to work with Mr. Boelter on the possible relocation of his business. It was indicated that the curb cuts would not be removed this fall and that this work by the City Street Department would take place in the spring of 1991. 4. Purchase of Police CSO Vehicle The Mayor reviewed with the City Council a memo from the Chief of Police dated 10/31/90 regarding authorization to purchase a four wheel drive vehicle for the Police CSO using 1991 Equipment Certificates. The City Council reviewed the low bid from Elk River Ford in the amount of $18,115. It was noted that this bid was approximately $35 less than the bid from Saxon, but that a number of items were deleted from the specifications on the Saxon bid. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A 1991 BRONCO FROM ELK RIVER FORD IN THE AMOUNT OF $18,115. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. e 5. 173rd Railroad Crossin~ A~reement The City Council reviewed an agreement between the City and the Burlington Northern railroad regarding the future signalization of the railroad crossing at 173rd Avenue. The memo from the City Engineer, dated 10/22/90, indicated that this agreement is fairly standard and similar to the agreement the City entered into for the signalization for the railroad crossings at 165th Avenue and Jarvis Avenue. Additionally, a resolution was attached which indicated the City's approval of this project and its willingness to finance this improvement. It was also noted that road improvements in this area, using MSA Funds in 1991, would be necessary so that the signals do not have to be relocated when all of 173rd/175th Avenue is improved in the mid 1990's. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE AGREEMENT BETWEEN THE CITY AND BURLINGTON NORTHERN RAILROAD FOR THE SIGNALIZATION OF THE 173RD AVENUE RAILROAD CROSSING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE RESOLUTION 90-60, A RESOLUTION AUTHORIZING THE IMPROVEMENT OF 173RD AVENUE RAILROAD CROSSING. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6. Snow _Plo~Jn~ Policy e Street/Park Superintendent, Phil Hals, reviewed with the City Council the 1990-91 Snow and Ice Control Policy, the Snowplowing Routes and the Snow Removal Operation Procedure. Phil distributed three maps showing City Council Minutes November 5, 1990 Page 3 e the snowplowing priority routes, the sidewalk snow removal routes and the snow hauling routes. Phil indicated that to assist in the implementation of the program, the City would be using one Wastewater Treatment Plant employee during day hours. Also, it was indicated that the Street crew would be operating under the split shift concept. The split shift would allow employees to come to work earlier in order to clear and sand high priority areas. Additionally, it was indicated that Building Inspector, Terry Zajac, would help in the trail grooming operation so that the trails could be groomed as quickly as possible. Mr. Hals indicated that he would have the City Attorney review the written policy. It was the consensus of the City Council that the policy as presented was acceptable. 6.5 Wood Chipper e Street/Park Superintendent, Phil Hals, reviewed with the City Council a potential wood chipping service for the citizens of Elk River. It was noted that the City could provide this service for the environmentally appropriate disposal of Christmas trees. The Council concurred that such an operation would be beneficial for Elk River and that it should be offered free of charge. Phil indicated that his plans call for two employees to operate the wood chipper at the Elk River Fire Hall from 10:00 a.m. to 2:00 p.m. on Saturday, January 5, and Saturday, January 12. The City Council agreed with this proposal and requested that it be publicized in the December, 1990, City newsletter. 7. Check Re~ister The City Council questioned the insurance policy being paid to the City Attorney law firm. It was indicated that this is an error and the insurance payment goes to the League of Minnesota Cities. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER AS AMENDED. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 8. Other Business No items were presented. 9. City Administrator Update e 9.1 The City Administrator distributed the most recent Community Center Task Force minutes and an attendance sheet for the Task Force meetings. The City Council discussed the upcoming 11/8/90 Worksession with the CCTF. e e e City Council Minutes November 5. 1990 Page 4 The City Administrator updated the City Council on the municipal budget proposal and the 11/13/90 Budget Worksession. The City Administrator updated the City Council on staff meetings regarding the garbage contract and possible amendments to the garbage program that are being discussed. The main consideration under discussion relates to the low volume garbage generators. 10.
