12-10-1990 CC MIN e e e MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, DECEMBER 10, 1990 Members Present: Mayor Tralle, Councilmembers Schuldt, Holmgren, and Kropuenske Members Absent: Councilmember Dobel Staff Present: Pat Klaers, City Administrator; Sandy Thackeray, City Clerk 1. Call meetinj;( to order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order by Mayor Tralle at 6:45 p.m. 2. ~onsider 12/10/90 City Council Aj;(enda Item 5.1, Premise Permit Renewal was added to the agenda. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 12/10/90 COUNCIL AGENDA AS AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Corr~ider Clean Up Day ~~solution The City Administrator explained that the City intends to participate in a State Grant sponsored by the County to finance a "clean up day" in the City of Elk River. COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-69, A RESOLUTION RECOGNIZING THE INTENT TO HOLD A SPRING CLEAN UP DAY. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Revi~w Park and Recreation and Pla~nin~ Commission Applicants The City Administrator indicated that the deadline for Planning Commission and Park and Recreation applications was December 7. He stated that the City received 8 applications for Planning Commission and 7 applications for the Park and Recreation Commission. The Council discussed the fact that one of the applicants for the Planning Commission is a real estate agent. Mayor Tralle stated that it is past practice of the Council not to appoint realtors to the Planning Commission and further that there is pending legislation to make it mandatory in the State that realtors not be allowed to serve on Planning Commissions. It was the consensus of the City Council to contact Daryl Bronniche and inform him that his application would not be considered for the Planning Commission due to his involvement in the real estate profession. e e e City Council Minutes December 10, 1990 Page 2 COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL COUNCIL MEETING ON THURSDAY, DECEMBER 13, 1990, AT 7:00 P.M. TO HOLD INTERVIEWS FOR THE REMAINING 7 PLANNING COMMISSION APPLICANTS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. COUNCILMEMBER SCHULDT MOVED TO HOLD A SPECIAL MEETING ON JANUARY 9, 1990, AT 7:00 P.M. TO CONDUCT PARK AND RECREATION INTERVIEWS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.1. Gambling Premise Permit for American Legion Post COUNCILMEMBER KROPUENSKE MOVED TO ADOP'l' RESOLUTION 90-70, A RESOLUTION APPROVING A PREMISE PERMIT FOR DAVIS, DARROW, MEYER AMERICAN LEGION POST #112. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5. Other Business The City Administrator informed the Council that the terms of Library Board members Daryl Bronniche and Ken Ringstad have expired and that both of these members have reapplied for another term. The City Administrator indicated that George Zabee's term on the Util i ties Commission has expired and that Mr. Zabee has requested reappointment to the Commission. The City Administrator indicated that Duane Kropuenske and Hank Duitsman have requested reappointment to the HRA. COUNCILMEMBER HOLMGREN MOVED TO REAPPOINT DUANE KROPUENSKE TO THE HRA WITH TERM OF OFFICE TO EXPIRE ON 12/31/96 AND TO REAPPOINT HANK DUITSMAN TO THE HRA WITH TERM OF OFFICE TO EXPIRE ON 12/31/95. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. The City Administrator informed the Council that he had received a request from 1070 Radio in Monticello to sponsor some city advertisements that would run in conjunction with the broadcast of the Elk River School Band Concert. I t was the consensus of the City Council that this type of advertising should be sponsored by commercial establishments. The City Administrator informed the Council that the legal notices rate in the Star News is projected to increase 10% which is in accordance with State Law. He further indicated that the price of the newsletter is projected to increase due to population increase and that there will also be a $100 increase for the set up of the newsletter. It was the consensus of the Council to receive a quote from the Best Seller for legal notices and the City Newsletter. e e e City Council Minutes December 10, 1990 Page 3 The City Administrator stated that the Star News has questioned whether the City wishes to rerun the Season t s Greetings ad that was published last year. COUNCILMEMBER KROPUENSKE MOVED TO RERUN THE SEASONS GREETINGS AD FROM THE CITY OF ELK RIVER. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6 Adiournment There being no further business, COUNCILMEMBER HOLMGREN MOVED TO ADJOURN THE MEETING. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
