MAIN STREET INFORMATIONAL MEETING
HELD AT LINCOLN COMMUNITY CENTER
TUESDAY. MARCH 29. 1988
~ The Pre-construction public informational meeting conducted by City Engineer.
Terry Maurer. began at approximately 7:00 p.m.
Also in attendance: Pat K1aers. City Administrator; Estelle Gunkel. Mayor;
Gene Schuldt. Counci1member; Roger Dalbec. PCI; Clyde
Chase. Maier Stewart; Paul Boetcher. Maier Stewart and
approximately 25 citizens.
City Engineer began the informational meeting for the citizens abutting the
streets that will be under construction by reviewing his letter to them dated
March 14. 1988. This letter to the residents affected by the Main Street and
Jackson Avenue improvement projects provided telephone numbers and names of
contact individuals so that improvement related questions can be addressed in
a reasonable period of time and so that complaints/concerns can receive
immediate attention.

City Engineer indicated that the construction project would begin on Tuesday.
April 5. 1988. The construction project would begin with a "milling off"
process for removing the bituminous surface on the roads. The contractor for
this project. Progressive Contractor's. Inc. (PCI). will have three
construction crews in Elk River to work on the improvement projects. Two of
the construction crews will concentrate their efforts in the Central Business
District (CBD). After the bituminous surface is removed on Main Street. the
next step will be for the work crews to complete lateral and trunk main sewer
and water utility work. The third stage for construction will relate to the
placement of concrete curb and gutter and sidewalk. The City Engineer
indicated that property owners would be most affected when the digging for
municipal utilities was taking place in their immediate vacinity. Also. there
would be water shut-offs for certain properties depending upon the needs in
that location.
It was noted that there is a PCI construction trailer located in the fire
department parking lot so that if direct contact is desired by citizens they
can locate PCI representatives at the trailer.
It was also noted that citizens should attempt to refrain from contacting City
Hall with concerns about Main Street as City Hall employees have only a
limited knowledge of day to day activities and will not be able to respond to
the inquiries but only forward those inquiries on to the appropriate
individuals. If needed. weekly update meetings can be held between the
Engineer. Contractors and citizens.
At this time the meeting was opened up for questions from the public.
Questions from the public related to:
Notice time to property owners prior to water service being interrupted
(24 hours advance notice)
Parking configuration in the CBD (according to State MSA standards)

Where construction activity will start (In CBD and move west)
Lights in the CBD (will be removed and temporary lights installed for
about an eight week period during construction)
Water improvements (water services will be replaced with copper lines)
Business access (open at all times)
Tipton Intersection (will be a "T" intersection)
Sidewalks (wherever possible and throughout almost all the project)
Completion date (5/30/88 in CBD and fall season for entire project)
Delivery trucks (will always have access to businesses)
"Hitching Post" (will remain)
After this public question-answer session the meeting was adjourned at
approximately 7:40 p.m. At that time individual property owners who had
specific questions about their properties discussed their issues with the City
Engineer.
