SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL

The Mayor called the meeting to order at 9:00 a.m.
The Mayor indicated that the purpose of this special meeting is to interview
the three finalists for the Economic Development Coordinator Position. The
first interview is scheduled at 9:15 a.m.

Department of Trade and Economic Development. was interviewed at approximately
11 : 15 a. m.
Following the three interviews the City Council. by themselves. discussed the
three applicants and the Staff and Consultant. by themselves. discussed the
applicants. These discussions took place in separate rooms. The Staff.
Consultant and City Council then reconvened together to discuss the three
applicants. It was the unanimous consensus of the Staff. Consultant. and City
Council that Mr. Richard Fursman best met the City's goals for this position.
Richard's background in working with smaller communities and experience in
grants. revolving loan programs and marketing fu11fi11ed the expectations of
the City Council for the type of individual desired to work with the City of
Elk River.
MOTION BY COUNCILMEMBER TRALLE TO DIRECT THE CITY ADMINISTRATOR TO OFFER MR.
RICHARD FURSMAN THE JOB OF ECONOMIC DEVELOPMENT COORDINATOR FOR THE CITY OF
ELK RIVER. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED

It was the consensus of the City Council that the 1988 starting annual pay for
this Economic Development Coordinator position should be $32.000 per year. In
Mr. Fursman's case. if he accepted this wage offer. a 5% increase would be
effective after successfully completing a six month probationary period. It
was noted that this 5% increase at the end of six months of employment would
not be a replacement for any typical beginning of the year increase that is
given to all City employees. Like all municipal employees. Richard would
receive the standard municipal benefits as approved by the City Council.
Counci1member Holmgren requested the Council to consider salary adjustments
for the Mayor and City Council that would become effective January. 1989.
Councilmember Holmgren reviewed some 1987 salary survey figures from the
League of Minnesota Cities. This data indicates the wages paid in Elk River
as being low in comparison to similar communities. Mr. Holmgren also noted
that the City held 52 City Council meetings in 1987 and this is many more
meetings than what typically takes place in comparable communities. The
salary of $4.800 per year for the Mayor and $3.600 per year for Council
Members was suggested.
COUNCILMEMBER HOLMGREN MOVED TO APPROVE ORDINANCE 88-10 AN ORDINANCE AMENDING
SECTION 202.00 SALARY OF MAYOR AND COUNCILMEMBERS. COUNCILMEMBER DOBEL
SECONDED THE MOTION. THE MOTION CARRIED 4-1.

Counci1member Schuldt was opposed based on lack of preparation time to
adequately consider the request. and also because he felt the increase should
be split over a two year period.
MOTION BY COUNCILMEMBER TRALLE TO ADJOURN THE SPECIAL CITY COUNCIL MEETING.
COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
The meeting of the Elk River City Council adjourned at approximately 1:30 p.m.
