01-10-1987 CC MIN - SPECIAL-JOINT CITY COUNCIL MINUTES e SPE~IAL JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION HELD AT THE ELK RIVER PUBLIC LIBRARY SATURDAY. JANUARY 10. 1987 - 9:00 A.M. Members Present: Mayor Gunkel Councilmembers. Tralle. Schuldt. Dobel and Holmgren. Planning Commissioners Temple. Kropuenske. Barrett. Kimball. Fuchs. Morton and Chairman Wilson City Staff Present: Pat Klaers. City Administrator; and Steve Rohlf. Building and Zoning Administrator City Consultants Present: C1ty Attorney. Peter Beck; City Engineer. Terry Maurer; and City Planners. Bob Wuornos and Zack Johnson Peter Beck. City Attorney. gave a presentation on the City's Zoning Ordinance. He explained the meaning of each aspect of the Zoning Ordinance such as cond1t1onal uses. variances. zone changes. etc.. possible counc1l action. state laws in relation to city enforcement. and public hearing procedures regarding each aspect of the Zoning Ordinance. Mr. Beck further explained the Subdivision Ordinance. Mr. Beck also responded to questions asked by the members present. e Mr. Zack Johnson and Mr. Bob Wuornos. City Planners. gave a presentation on land use and growth in the City of Elk River. Mr. Johnson gave a slide presentation on how the City has progressed regarding development. how planning has helped structure development in specific locations and what the City can expect in the future with the help of planning for growth. Mr. Wuornos explained how they have worked with other Cities in the platting process and explained how these procedures. if applied. would assist the City of Elk River in the Platting Process. Terry Maurer. involvement in update on the 5 City Engineer gave a brief presentation platting projects and assessment projects. Moving through the process in the proper sequence by both the developer and the City in order to ensure proper financial protection for the City and consistant treatment for developers was stressed.
