SUBJECT: Citizen Commendation
Milt Tutde, a City of Elk River employee, will be issued a commendation from myself for his
part in the reporting and capture of three burglars who were in the process of burglarizing a
business on Jackson Avenue during the early morning hours of March 19,2005, His quick
actions and prompt reporting led to the apprehension of all three suspects and the recovery
of a significant amount of property,
