Request
Consider a request for a conditional use permit by Great River Energy for the construction
of a warehouse/maintenance building.
Location
The building will be located on the Great River Energy campus at the northwest corner of
the Highway 169/101 interchange.
Zoning/Land Use
It (Light Industrial) and SWF (Solid Waste Facility Overlay) / LI (Light Industrial)

Overview
The applicant is proposing to construct a 55,560 square foot building. The building will
house warehouse space, shop space and offices. They will also be constructing 156 new
parking spaces. Two existing buildings will be demolished, a print shop and a warehouse.

The new building will be located between the existing headquarters building and the railroad
tracks.
Building Elevations
The building will be constructed of tip-up concrete panels. The panels will be integrally
colored red exposed aggregate with either a smooth or corduroy finish. The building will be
34 feet high at its tallest point.
Parking/ Access
The applicant is constructing 156 additional parking spaces. Three new parking areas are
planned, one at north end of the new building, one at the south end and one in front of the
headquarters building. Parking is adequate for this site. No new highway access points are
proposed. There will be a new drive way connecting the new parking lot in front of the
headquarters building with the main driveway and another existing parking lot. Access to the
new building will be from existing driveways and loading areas.
Landscaping
Additional landscaping is proposed around the perimeter of the site. The landscaping is
clustered around the infiltration basin and the rain garden. Four shade trees should be
planted in the median in the new parking lot in front of the headquarters building.
Grading, Drainage and Utilities
Grading, drainage and utilities are addressed in the City Engineer's memo.
Planning Commission Meeting
At the Planning Commission meeting held on March 22nd, no one spoke at the public
hearing.
Recommendation
The Planning Commission and staff recommend that the City Council approve the
conditional use permit with the following conditions:
1. All comments of the City Engineer shall be addressed
2. Four shade trees shall be planted in the median in the new parking lot in front of the
headquarters building.

RE: PROPOSED MAINTENANCE FACILITY, GREAT RIVER ENERGY
Dear Mr. Harlicker:
As requested, we have reviewed the plans for the new maintenance facility on the Great
River Energy property. The plans were prepared by AMCON and Barr Engineering.
Together with the grading and utility plan, storm sewer calculations were also submitted.
Based on our review and a meeting with Great River Energy and their design team, we
would offer the following comments:
1. The proposal is to construct a building of approximately 55,600 square feet consisting of
a warehouse just under 30,000 square feet, just over 10,000 square feet of corporate
offices and approximately 15,000 square feet of service garage and garage warehouse
offices. The building site is located adjacent to the railroad tracks behind the
headquarters building.
2. Sanitary sewer services will be provided by directional boring a six-inch service line out
at a private manhole which serves other facilities on the Great River Energy site. The
private sanitary sewer flows down to the existing city lift station along Highway 10.
3. There will be some reconstruction of eight-inch watermain to remove it from the
proposed building footprint. The building site itself will be looped by eight-inch
watermain. Hydrant locations have been reviewed by the Fire Department.
4. The grading plan calls for a small drainage pond to be located in the southeast comer of
the site adjacent to the railroad tracks. Most drainage from the site will be either be
directed to this holding pond or directly to the existing ditch adjacent to the railroad
tracks. Because the site will disturb more than one acre, the applicant will be required to
apply for NPDES Permit and prepare a Surface Water Pollution Prevention Plan
(SWPPP). The grading plan does indicate the placement of silt fence around the

perimeter of the site and the use of straw rolls in the existing railroad ditch to control
sediment.
5. Storm drainage calculations have been submitted for the site and are currently being
reviewed. Along with the above-mentioned detention pond, the site does propose a rain
garden type of facility along the access road coming from Highway 10.
6. There will be some tree removal in the footprint of the building site, however, all of the
new landscaping will be around the perimeter of the Great River Energy property due to
the amount of underground fiber optic cable running between buildings on the site.
