RE: LINE AVENUE CUL-DE-SAC
Dear Council Members:
Several weeks ago when the City Council discussed the Line Avenue cul-de-sac issue, it was
the consensus of the City Council that now was not the appropriate time to construct a cul-
de-sac on the north end of Line Avenue, eliminating the access directly to Twin Lakes Road.
When that decision was made, I asked whether the City Council would want to consider
constructing a median in Twin Lakes Road at the Line Avenue intersection to eliminate left
turns at this intersection. The City Council asked me to come back a later date with
drawings to show the area so there would be a clear understanding of what I was suggesting.
Attached is a location map that shows the general area in question. The concern that I
raised previously was relative to the area referred to as Marshes of Trott Brook. This is an
approved townhouse development containing 51 units. Currently, the ten units closest to
Twin Lakes Road are constructed but possibly only two of them are occupied; the rest are
either "for sale" units or being utilized as an office for marketing purposes. The second
exhibit attached is Plan Sheet C2 from our preliminary set of plans relative to the Line
Avenue cul-de-sac issue. I have marked up this exhibit to show where Line Avenue comes
into Twin Lakes Road and where the access from Marshes of Trott Brook also meets Twin
Lakes Road. I have cross-hatched the proposed median construction in Twin Lakes Road
that would have been constructed with the Line Avenue cul-de-sacing. My suggestion to the
City Council would be to consider constructing the median closure along Twin Lakes Road
at this time, even though Line Avenue will not be cul-de-saced. The benefit of this would be
that it would eliminate left turns out of Marshes of Trott Brook, or worse yet, the straight
across movement to utilize Line Avenue as a shorter route to Main Street at Trunk Highway
169. As shown on the previous exhibit, eventually there will be 51 townhome units which,
according to textbook numbers, will generate approximately 300 trips a day. It is safe to
assume that the vast majority of these exiting trips will either turn left on Twin Lakes Road

or go straight across to Line Avenue. Constructing the median closure in Twin Lakes Road
at this time would still allow Twin Lakes Road (CSAH 13) traffic coming in from the north
to access Line Avenue down to Main Street. It would require the return trip of these
vehicles to utilize Main Street/CSAH 12 over to Twin Lakes Road to begin their trip
northerly, since the median would preclude left turns from Line Avenue on Twin Lakes
Road.
If the median were closed in Twin Lakes Road, this would force traffic from Marshes of
Trott Brook wanting to make a left turn onto Twin Lakes Road to use Trott Brook Parkway,
which is in a much better location and design relative to site distances along Twin Lakes
Road for left turn movements. The first attached exhibit shows that the intersection from
Marshes of Trott Brook with Twin Lakes Road is on the inside of a significant curve. The
intersection of Trott Brook Parkway at Twin Lakes Road is on a much straighter portion of
the roadway.
I will be prepared to discuss this and/or answer questions at your Apri14, 2005 City Council
meeting. If the City Council were to decide to close this median, I would propose that we
bid this work along with the King Avenue Parking Lot/Miscellaneous Park Improvements
Project under consideration at the same meeting.
