SUBJECT: Discuss Council Worksession Agendas
The draft agenda for the April 11 , 2005 worksessions is as follows:
5.1. City Council Open Forum
5.2. Discussion on 1980 Fire Truck
5.3. Consider Resolution Adopting the National Incident Management System
5.4. Consider Extension of Student Law Clerk Program
5.5. Council Feedback on 2004 Annual Report Meeting
5.6. Capital Improvement Program (CIP)
It is expected that discussion on the fIrst fIve agenda items will be brief and the discussion
on the CIP will be rather detailed and lengthy. The CIP agenda item will begin with a
presentation from Ehlers and Associates, Inc. on fmancial issues. This presentation will be
followed by a review of requested capital improvements. The CIP is a ten year plan for all
anticipated major city expenditures for equipment/vehicles, buildings, parks, land
acquisition, street improvements, and anything else that cannot be easily categorized.
The tentative agenda for the May 9, 2005 worksession looks like the following:
5.1. City Council Open Forum
5.2. YMCA
5.3. East Elk River Urban Service District
At one time I had "penciled in" on the May 9 agenda the update on the building
maintenance/ grounds and cleaning program. However, the Library Board has passed a
motion stating that they would like the city staff to provide cleaning services at the Library
and they would like to end their contractual cleaning contract as soon as practical.
Accordingly, this topic is now scheduled for the April 18, 2005 City Council meeting.

There is some uncertainty when we try to plan out agendas fIve to six weeks in advance so
there is a need to have "backup" topics available to fill in. Backup topics in case the East Elk
River Urban Service District discussion item falls off the May 9 agenda include the
following:

Commercial Reserve Zoning District Discussion
Tree Ordinance
Wastewater Treatment Plant Master Plan
City Policy on Leasing or Renting of City Property

In June or July it is expected that the city engineer will be back before the City Council with
more information on the top four transportation priorities.
