SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL
HELD ON APRIL 13. 1987

1. The meeting was called to order by Mayor Gunkel at 6:37 p.m.
2. Discussion was held on a temporary access into the Deerfield 3rd Addition
for emergency vehicles. The City Council has required that a second
access into this plat be passable for emergency vehicles prior to any
additional building permits being issued. The original plan called for
the future permanent access from 169 that will be across from Jackson
Street (Highway 201) to be opened up on a temporary basis for emergency
vehicles.
Problems have surfaced regarding this access being opened up on a
temporary basis because prior to a MnDOT agreement being signed which
would allow temporary emergency use of this access. existing rights of
property owners to Highway 169 must be released. These documents have
not been obtained.

An alternative proposal for emergency access into the Deerfield 3rd
Addition has been proposed by Developer. Jerry Smith. This alternative
calls for emergency vehicles to access into the Deerfield Addition from
the Specht driveway which is north of the proposed permanent access onto
Highway 169. This proposal was discussed at the April 6 Council Meeting
and the City Engineer was instructed to contact MnDOT with this proposal.
The City Engineer did contact MnDOT and they were receptive to this
proposal. A letter from the City Engineer to Gary Neimi at the Brainerd
MnDOT Office was presented to the Council for their review. This letter
is dated April 8. 1987 and discusses the conditions on which this Specht
driveway emergency access would be open.
The City Council reached a consensus that the Specht/Jerry Smith
Agreement needed to be in the City file to ensure that the City has
rights to use this road for emergency vehicles. The Council also reached
a consensus that prior to this Specht access being used and available for
use for City emergency vehicles. that the road be approved by the City
Engineer.

3. The City Council briefly discussed the concept of an Elk River Pageant
that had been presented to the Mayor and a number of Councilmembers. The
consensus of the Council was that it was acceptable to them if a male and
female City of Elk River pageant was held.
4. MOTION BY COUNCILMEMBER HOLMGREN AND SECOND BY COUNCILMEMBER SCHULDT TO
ADJOURN. THE MOTION PASSED 4-0.
The meeting ended at 6:55 p.m.
