1. The meeting of the Elk River City Council was called to order at 7:00 p.m.
by Mayor Gunkel.
2. Consider 4/27/87 City Council Agenda
Pat Klaers. City Administrator. was added with general update/discussion
items under item #6, Other Business.

Economic Development Consultant Presentations:
Mayor Gunkel stated that an Economic Development Consultant is no longer
being viewed as a question of need. but has become a question of how and
to what extent. Gunkel briefly explained the format of the evenings
meeting.
3.1 Bob Wuornos of R. L. Wuornos and Associates
Bob Wuornos of R. L. Wuornos and Associates was present before the City
Council to present his firms Comprehensive Economic Development proposal
for Elk River.
During Mr. Wuornos' presentation he explained to the Council his
background. both educational and professional; the background of his firm;
and the requested planning documents this firm has done for the City of
Elk River. Mr. Wuornos is currently working with the City of Elk River on
the Growth Management Plan and has in the past put together a Commercial
Areas Study and a Tax Increment Study for the City. Mr. Wuornos then
presented the proposed Economic Development Plan work outline which
included such items as leverage options. business location feasability.
and obtaining tax base data.
Upon completion of Bob Wuornos' presentation. the floor was then opened
for questions. These questions pertained to topics such as wages.
Economic Development Coordinators (City Staff) in other cities of the same
size as Elk River. and any conflicts Mr. Wuornos may have working with Elk
River as he also works with other cities.

3.2 Sidney Inman of Publicorp. Inc.
Sidney Inman of Publicorp. Inc. was introduced to the City Council by Pat
Klaers. City Administrator to present Publicorp's Economic Development
Analysis Preliminary Proposal for Elk River.
Sidney Inman gave background information on his work experience and that
of Publicorp. Inc. He stated that the motivation of his company is to
protect the City and to negotiate financial proposals between the City and
new industries. Mr. Inman also explained work-shops that Publicorp. Inc.
puts on which entail bringing in various prople from bonding firms and
attorney firms to discuss the laws and trends of economic development in a
City.
When the floor was opened for questioning; the main topic of discussion
was financing tools that are available for the City to encourage
industrial development. The objectives of the Chamber and the City were
discussed and how these objectives may differ in the future. The Council
asked additional questions about the work- shops which were then explained
in further detail.

3.3 Michael Mulrooney of Business Development Services. Inc.
Michael Mulrooney. president and owner of Business Development Services.

Memo Regarding Data Card Corporation
Richard Gongoll addressed a letter received from Data Card Corporation
which included its building specifications and an invitation to the City
to view its plant in Minnetonka. Discussion was held regarding the type
of financing Data Card is leaning towards for its building. which is
leasing. and how soon occupancy in Elk River would take place if they were
to choose this location.
Letter From Chamber of Commerce
Duane Kropuenske addressed a letter which he had written to Pat Klaers
regarding the hiring of clerical staff to assist Jackie Schuelein in the
Chamber's office. Pat Klaers discussed the concept of this clerical
person being combined with the City to solve some staffing problems
related to requests for economic development information.
Opinions were then shared by the Council and the Representatives present
as to who they favor as an Economic Development Consultant and their views
about adding a clerical person to assist City and Chamber. It was the
general consensus of the group that the marketing of Elk River was
currently the City's most pressing economic development need. As such. it
was understood that Mr. Mulrooney. from BDS. Inc.. best met the City's
needs at this time. Sidney Inman will be kept in mind as a possibility to
contract with for negotiations between the City and new industries. It
was also the concensus of the group that additional City economic
development staff and Chamber clerical staff is needed.
Additional discussion will take place at the June 1st City Council
meeting. This item will be on the agenda for 7:00 p.m.
5. Discussion on Miscellaneous Items
5.1 Old City Hall
Klaers informed the Council that the Sherburne County Attorney's Office
has made no decision about the renting of old City Hall.

After discussion among the Council. it was decided to not adjust the City
Council meeting format and not to say the Pledge of Allegiance at the
start of the City Council meetings.
5.6 May-June Council Meeting Schedule
Pat Klaers presented the schedule of the May and June Council Meetings.

6.2 Park Proposal
There has been no formal feedback received by City Staff on the park
proposal presented to owners.
6.3 Additional Police Officer
Tom Zerwas. Chief of Police. has indicated that he is having difficulty
recruiting a qualified officer and is looking at the possibility of
promoting a part-time officer. Discussion was held among the Council
regarding the paying of an officer's schooling and the legal requirements
of readvertising for the position. Pat Klaers will discuss this matter
with Tom Zerwas and the City Attorney.
6.4 RDF Tour
Mayor Gunkel gave a brief report on the RDF tour held on April 23. 1987.
in Newport.
