MEETING OF THE BOARD OF REVIEW
HELD AT THE ELK RIVER CITY HALL
THURSDAY. JUNE 18. 1987

The meeting of the Board of Review was called to order at 7:00 p.m. by Mayor
Gunkel.
1.
Robert Nelson - 20620 Concord Street
Ty Bischoff explained that this appeal is a continuation from the May 21.
1987. Board of Review meeting at which there were some questions on a
raquetball court at the Nelson residence which is not yet complete. Jerry
Kritzeck indicated that he and John Cullen. Assessor. had gone to the
Nelson residence again and went through the raquetball court. At this
time Mr. Nelson supplied the assessors with cost statements for labor and
materials. Jerry explained that a partition of the house consisting of
820 square feet of lesser finish had been reduced from $37.19 per square
foot to $25.00 per square foot. The raquetball court is being valued at
$21.00 per square foot.
The Nelson residence was originally valued at $176.200 and the Assessor
proposed a reduction to $168.700. Mr. Nelson questioned the reduction due
to the incomplete raquetball court from $26.34 per square foot for 820
square feet. a total of $4.378.80.
There was a discussion on the total square footage which differed with Mr.
Nelson and the Assessor. Jerry Kritzeck and Mr. Nelson took their figures
into another room to settle the difference while the Board of Review
continued their meeting.
2. George Adamski - 14334 NE 96th Street
George Adamski was present to discuss Lot 6. Auditors #3. with exceptions
which is an Industrial Lot where Mr. Adamski has a molding business for
plastics and die cast. His complaint was the increase in taxes and his
feelings of a value decrease because of what the City is doing.
Mr. Adamski stated that his employees have a very difficult time getting
in and out of the business due to the backup of traffic at the stoplight
on Proctor and Highway 10.
Mayor Gunkel questioned whether or not Mr. Adamski had discussed the
problem with either the City Street Department or the Police Department.
Gunkel stated that this problem would be addressed to staff.

Discussion was also held on access to Proctor form the rear of the
building or cutting across a lot owned by Beaudry which Mr. Adamski stated
he would check into.
In 1981. Mr. Adamski's property was valued at $137.000.
in 1986. it was valued at $141.700. an increase of 3% in

COUNCILMEMBER TRALLE MOVED TO APPROVE A REDUCTION IN THE VALUE OF ROBERT
NELSON'S RESIDENCE FROM $176.200 TO $168.700. COUNCILMEMBER DOBEL
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Ty Bischoff discussed sales ratios with the Board of Review and how Elk
River compares to other communities. He stated that the Elk River sales
ratio is at 90-92%. Other surrounding communities. Bischoff stated. were
Rogers 76% and Monticello 44%. (Sales ratio is the market value divided
by the sale price).
A question was raised asking how tax values downtown compare to the
shopping center. It was stated that it is hard to make a comparison
because of the structures and the lot sizes.
Mr. Bischoff discussed the shopping center with the Board of Review. He
stated that the shopping center was valued at $3.014.800 and continued by
saying that the shopping center has petitioned the courts over the value.
No date has been set for this case. Bischoff stated that another tax case
in court at this time is the Balmore Apartments.

Discussion was held regarding tax increment financing. The Evans Park
Project is a tax increment project valued at $1.332.000. The shopping
center and Pamida are also in a tax increment financing district but
Bischoff does not feel these projects are in jeopardy. Dickenson Bus
Garage located in Princeton. which has petitioned the court to reassess
the value from $1.600.000 to $800.000. could put a damper on the minimum
agreement of tax increment financing.

Ty Bischoff stated that he received a call from John Plaisted regarding
Coast to Coast. The assessed value is $408.900 and Mr. Plaisted would
like to see this reduced to $348.287.84. Plaisted was unable to attend
the meeting. Bischoff advised the City to hold off from taking any action
on this until the two current tax cases are settled.
COUNCILMEMBER DOBEL MOVED TO ACCEPT THE VALUATION OF THE ASSESSOR'S ON
COAST TO COAST. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
There being no further business. COUNCILMEMBER DOBEL MOVED TO ADJOURN THE
MEETING. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0.
The meeting of the Board of Review adjourned at 8:10 p.m.
