CONTINUED MEETING OF ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL

Staff present: Pat Klaers. City Administrator.
1. The continued meeting of August 3. 1987. of the Elk River City Council was
called to order by Mayor Gunkel at 6:35 p.m.
2. Adoption of Assessment Manual
Pat Klaers. City Administrator. indicated that if the City Council desires
to officially adopt the assessment manual that has been discussed and
reviewed by the Council. that a resolution should be approved. The
assessment manual now reflects the consensus of previous Council
discussions.
COUNCILM&MBER DOBEL MOVED TO APPROVE RESOLUTION 87-43 ADOPTING THE CITY
ASSESSMlNT MANUAL DATED AUGUST 10. 1987. COUNCILMEMBER SCHULDT SECONDED
THE MOTION. THE MOTION CARRIED 3-0.
3. Phil Hals - Summer Employee
Pat Klaers explained that Phil Hals. Street Superintendent. is requesting
a wage increase for Amy Hemmelgarn. a summer employee because of the
exceptional job she has been doing. Klaers stated that her current wage
is $3.35 per hour and Hals is requesting an increase to $3.70 per
hour.

Discussion was held regarding work quality. and the pay the employee will
start at if she is to return next summer. Also. regarding the other
summer employees. Klaers stated that they are paid by work program and not
the City.
COUNCILMEMBER SCHULDT MOVED TO APPROVE A PAY ADJUSTMENT FROM $3.35/HOUR TO
$3.70/HOUR FOR AWl HEMMELGARN. RETROACTIVE TO AUGUST 1. 1987.
COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Community Development Coordinator Advertisement for Employment
Pat Klaers distributed copies of the proposed ad to hire a Community
Development Coordinator. The ad contains the duties. responsibilities,
education requirements. and the pay range ($24-29.000). Klaers
stated that the ad will be reviewed by Mike Mulrooney. City Economic
Development Co~sultant.
5. Content of City Council Minutes
Pat Klaers stated that he will be asking the City Attorney for a legal
opinion on positive and negative benefits of shortening City Council
minutes and tape recording the meetings.

Councilmembers shared their feelings of shortening the minutes and the
positive aspects of the current narrative type of minutes was discussed.
6. Sewer Availability Charges
COUNCILMEMBER DOBEL MOVED TO APPROVE THAT SIMONET DRIVE. XENIA. AND SIXTH
LANE DO NOT APPLY TO THE $1.000 SEWER AVAILABILITY CHARGE UNTIL JANUARY
1, 1989 AS THIS PUBLIC IMPROVEMENT PROJECT WAS JUST COMPLETED IN LATE
1986. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED
3-0.
7. COUNCILMEMBER DOBEL MOVED TO ADJOURN THE MEETING OF THE ELK RIVER CITY
COUNCIL. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED
3-0.
