10-07-1987 CC MIN - SPECIAL SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL 4It WEDNESDAY. OCTOBER 7, 1987 MEMBERS PRESENT: Mayo= Gunkel, Councilmembers Dobel and Schuldt MEMBERS ABSENT: Councilmembers Tralle and Holmgren STAFF PRESENT: Pat Klaers. City Administrator; Lori Johnson, Finance Director; and Peter Beck. City Attorney 1. Pursuant to due call and notice thereof. the meeting of the Elk River City Council was called to order at 6:15 p.m. by Mayor Gunkel. 2. Consider Resolution Establishing Economic Development Authority Mayor Gunkel explained establish an Economic Statutes 469.090. that the Development City Council has the authority to Authority according to Minnesota Peter Beck. City Attorney indicated that the purpose of developing an EDA is to combine all existing redevelopment and economic development activities in a single entity with broad powers in these areas. e The City Administrator indicated that the money which would be received from the 3/4 mill tax levy would be kept separate and devoted exclusively for economic development. Mayor Gunkel opened the public hearing at this time. The resolution proposed by regarding payment of EDA consensus of the Council $10.00 per meeting to $1.00 the City Attorney was discussed. Item 2C Commissioners was discussed. It was the to reduce payment to the Commissioners from per meeting. Mayor Gunkel closed the public hearing. cOUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 87-63. A RESOLUTION ESTABLISHING AN ECONOMIC DEVELOPMENT AUTHORITY FOR THE CITY OF ELK RIVER. MINNESOTA. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-0. 3. Appointment to EDA The Council appointed themselves as Commissioners to the Development Authority at this time. Economic 4. COUNCILMEMBER DOBEL MOVED TO RECESS THE CITY COUNCIL MEETING AT 6:30 P.M. COUNCILMEMBER SCHULDT SECONDED THE MOTION. COUNCILMEMBER DOBEL H:JVED TO RECONVENE THE MEETING OF THE ELK RIVER CITY COUNCIL AT 6:45 P.M. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3 --0. 6. Consideration of Resolution Requesting Tax Levy for EDA It was EDA and for the River. the consensus of the Council to accept the recommendation of the adopt a resolution requesting a tax levy of .75 mills to be used sole purpose of economic development in the City of Elk COUNCILMEMBER DOBEL MOVED TO ADOPT RESOLUTION 87-64. A RESOLUTION STATING THE PROPOSED AMOUNT OF LEVY FOR ECONOMIC DEVELOPMENT AUTHORITY PURPOSES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3-0. 7.1.Consideration of Deerfield 3rd Pay Estimate COUNCILMEMBER DOBEL MOVED FOR THE DEERFIELD 3RD ENGINEER. COUNCILMEMBER 3-0. TO AUTHORIZE THE PAYMENT OF $173.320.20 TO KENKO PROJECT CONTINGENT UPON APPROVAL OF THE CITY SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 7.2.Consideration of Community Development Coordinator List The City Administrator indicated that the Community Development Coordinator applicants have been narrowed down to three which will be interviewed by the City Council on October 22, 1987. Discussion was held regarding the Special Meeting called for Tuesday, 7:00 p.m. October 20, 1987, for the purpose of meeting with the Main Street merchants to discuss downtown amenities. COUNCILMEMBER DOBEL MOVED TO BEGIN THE PREVIOUSLY SCHEDULED SPECIAL COUNCIL MEETING AT 6:00 P.M. SO THAT THE COUNCIL AND STAFF COULD REVIEW THE ISSUES TO BE DISCUSSED AT THE MAIN STREET MEETING. AND THAT THIS TIME CHANGE WOULD BE POSTED IN ACCORDANCE WITH THE OPEN MEETING LAW. COUNCILMEMBER SCHULDT SECONDED THE MOTION.
