11-23-1987 CC MIN MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL e MONDAY. NOVEMBER 23. 1987 Members Present: Mayor Gunkel. Councilmembers Tralle. Dobel. Holmgren. and Schuldt Members Absent: None Staff Present: Pat Klaers. City Administrator; Lori Johnson. Finance Director; and Pbil Hals. Street Superintendent Also Present: Mike Mulrooney. Business Development Services. Economic Development Consultant 1. Pursuant to due call and notice thereof. the meeting of the Elk River City Council was called to order at 7:00 p.m. by Mayor Gunkel. 2. Consider 11/23/87 City Council Agenda Items 8A - City Administrator; 8B - Counci1member Schuldt; and 8C - Mayor Gunkel. were added to the 11/23/87 City Council agenda. e COUNCILMEMBER DOBEL MOVED TO APPROVE THE 11/23/87 CITY COUNCIL AGENDA AS AMKNDED. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION CARRIED 5- O. 3. Consider 11/5/87 City Council Minutes Mayor Gunkel noted that page 4. Item 4. paragraph 2. she would like tbe second sentence changed to read as follows: "Mayor Gunkel indicated that in spite of the 10/26/87 Council consensus to readvertise this position. she thought that one of the two candidates interviewed is qualified in the areas of education. experience and right approach to interface well with Council. staff. committees and the public." COUNCILMEMBER TRALLE MOVED TO APPROVE THE 11/5/87 CITY COUNCIL MINUTES AS AMENDED. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5- O. 8A. City Administrator The City Administrator indicated that the Police Department received quotes for a 1988 police vehicle and are requesting council approval to purchase a 1988 Chevrolet Caprice from Polar Chevrolet in White Bear Lake for $11.847. He noted that this was the low bid and was a result of Hennepin County Purchasing Contract. e The City Administrator explained that funds to purchase the vehicle will come from 1988 equipment certificate money and the vehicle will be purchased in early January. 1988. e e e Page 2 City Council Minutes November 23. 1987 cOUNCILMEMBER T1W.LE MOVED TO AUTHORIZE THE POLICE DEPARTMENT TO PURCHASE A POLICE VEHICLE FROM POLAR CHEVROLET IN THE AMOUNT OF $11.847.00. USING 1988 EQUIPMENT CERTIFICATES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. City Insurance Agent. Dan Greene: City Insurance Policies Dan Greene gave a brief update on the City's Insurance coverage through the League of Minnesota Cities. He noted that the City has been covered by the League for three years. Mr. Greene noted that he has quotes for insurance coverage from the League. Marinco. and Penco. After comparing the three quotes it was obvious that the cost of insurance through the League was lower than through Marinco or Penco. Mr. Greene stated that the League was actually lower than last year. but pointed out that the figures are higher on paper. He noted this was because of the rate at which the City has grown. After discussion regarding the City's coverage through the League compared to Marinco and Penco. it was the consensus of the Council to continue the City's insurance coverage with the League of Minnesota Cities for the 1988 calendar year. 5.1. Snow Removal Route and Policies Phil Hals. Street Superintendent. discussed the snow removal routes for the 1987/88 winter. He also discussed the sanding routes. The Council discussed the impact Terry Mack's injury would have on the snow plowing operation. Mr. Hals stated he would not have to hire another person. He stated possibly one of the Sanitary Sewer employees could fill in until Terry was able to come back to work. 5.2. Wildlife in Lion's Park The Council discussed the geese at Lion's park and the fact that goose droppings are causing an inconvenience to the residents using the park. No decision was made regarding this matter. 6. Presentation from Mike Mulrooney. Economic Development Consultant Mike Mulrooney explained to the Council that his main topic would be business retention. He stated that the City should look strongly at a business retention program as a strategy to remove obstacles to businesses. thereby keeping them in the City. e e e Page 3 City Council Minutes November 23. 1987 After discussion on business retention. Mike Mulrooney turned the discussion to the structure of the Economic Development Commission. He indicated that a majority of the economic development activities will be occurring through the Economic Development Authority. The Economic Development Commission is now serving in an advisory capacity to the City Council. Discussion was held on the possibility of expanding the EDC to subcommittees. whose members would not necessarily have to be a member of the EDC. It was indicated that one member per subcommittee should be a member of the EDC. The subcommittees included Finance. Marketing. Prospecting. and Research and Development. Discussion was held regarding the fact that the City should search out the talent in the community and from the businesses in the community to serve on the subcommittees. It was noted that as a result of the subcommittee the EDC membership could be reduced gradually. Mike Mulrooney explained the purpose of each subcommittee. The Financing Committee would complete a program review on a monthly basis and report to the EDC. The people on the subcommittee would have input in the implementation of the programs. The Marketing Committee would oversee the marketing program. fact book and video. The prospecting subcommittee would have direct contact with the business retention program and would follow up on leads generated out of the marketing committee. The Research and Development Committee would be involved in the completion of the Community Profile. Surveying Concepts. labor and retail surveys. Councilmember Schuldt Councilmember Schuldt questioned the City Administrator as to whether the City had a policy on hiring former employees of the City. The City Administrator indicated that the City has no set policy in this regard. After discussion on the matter. it was the consensus of the City Council to allow former employees to apply for positions offered by the City of Elk River and that these people must go through the complete application process required for the position. e e e City Council Minutes November 23. 1987 8C. Mayor Gunkel Page4 Mayor Gunkel gave a brief update on the recently held Mayor Conference. Issues brought to the Council's attention included consent agenda and public hearing information card. 9.
