Authorize Staff to Contract with Forest Lake Contracting to
Construct a Soccer/Football Field at Y AC
BACKGROUND
The 2005 Parks Capital Improvement Project included $110,000 for the construction of a
full size lighted and irrigated field to be used for youth football and soccer. The Three Rivers
Soccer Association has agreed to contribute $50,000 towards this project. Elk River Youth
Football has agreed to contribute $20,000 to this project.
Staff's initial estimate for field grading was approximately $30,000. Requests for proposal
were sent to four qualified contractors, and three proposals were received.

Staff called references for Forest Lake Contracting, and learned that they have completed
quality projects, similar in scope and price. Forest Lake Contracting has completed field
development in Roseville MN, Ramsey MN, Shoreview MN and Mahtomedi MN.
Staff believes that the wide range in proposal cost is partly due to higher engineering costs
from the higher proposals. The City of Little Canada recently completed a soccer field of
similar scope and the grading cost was similar in price to the proposal from Forest Lake
Contracting.
STAFF RECOMMENDATION
Contact with Forest Lake Contracting, 14777 Lake Drive, Forest Lake MN 55025 for the
design and grading of a soccer/ football field at the Youth Athletic Complex at a total cost of
$24,700.

CONDITIONS
1. Proposals due by April 5, 2005.
2. The City of Elk River reserves the right to reject any and all proposals.
3. Begin construction: Spring 2005, as early as weather and soil conditions permit.
4. Completion date: The field and berm must be prepared and ready for seeding by
May 15, 2005. Completion date may be changed with approval of Bill Maertz, Parks
and Recreation Director, City of Elk River.
5. The selected contractor shall provide certificates from their insurance carrier
showing coverage as follows: Commercial General Liability Insurance ($1,000,000
per occurrence Before starting and until written acceptance of the work by the City
of Elk River, the Contractor shall maintain (certificate provided to City of Elk River
representative prior to delivery and installation) liability insurance coverage for
property damage and personal injury with combined limits of at least $1,000,000 per
occurrence. The City of Elk River shall be named as an additional insured and the
certificate shall state that the policy of insurance will remain in full force through the
period of construction and until final acceptance of the project in writing by The
City of Elk River. The Contractor further agrees to defend and hold harmless from
any and all claims for property damage, personal injury, or death arising out of the
project prior to final acceptance of the project by the City of Elk River
COMPLIANCE WITH LAWS AND REGULATIONS
The selected contractor shall comply with all Federal, State and City regulations and
is totally responsible for understanding and compliance with dlese requirements.
CONTRACT PAYMENTS
The contractor shall receive 90% of the contract amount within 30 days of
completion of the project as agreed to by the contractor and City of Elk River. The
remaining 10% shall be paid 90 days following the first payment if all
contract/project issues are resolved

1. Engineering Services:
· Initial site survey including preparation of an existing conditions topo.
· Preliminary construction/grading design and submittal for Parks Department plan review.
· Final grading design incorporation Park Department comments. Please note our proposed
design assumes suiface water management can be handled with minimal site grading
assuming on-site containment.
2. Erosion Control:
· Includes containment silt fence (est. 1,400 LF), rock construction entrance & street sweeping.
3. Site Removals:
· Includes silt fence removal and clearing/grubbing.
4. Field Construction:
· Supervision, topsoil stripping and respread assuming 6 inches of on-site topsoil stockpiling
and reuse, common excavation providing surface drainage for storm water without draintile,
berm construction and finish grading as necessary.
· Final grading design assumes balancing on-site soil quantities resulting in no site
export/import. .
