SUBJECT: Discuss Disposal of 1980 Fire Truck
The Elk River Fire Department recendy received delivery of a 2005 Pierce Quantum Pumper to be
placed at Fire Station #2 located at 13073 Orono Parkway. On Thursday, March 24, 2005, the newly
purchased pumper was placed into service at Station 2 as the station's first response engine for all
calls the Station #2 flreflghters respond to.
I would like to discuss with the Mayor and City Council the options available to the Fire
Department on what to do with our 1980 Ford Fire Department Pumper. In July 2002, old Engine 3
was donated to the Maple Hill Volunteer Fire Department located outside of Grand Marais,
Minnesota and is currendy still in use within their Fire Department. I have enclosed a letter sent to
the Mayor discussing the possibility of once again the Maple Hill Volunteer Fire Department
receiving equipment from the City of Elk River.
I will be in attendance at the April 11, 2005, Council Worksession to discuss whether the disposal of
the 1980 Ford L9000 General Safety Pumper should be by sealed bid or donated to a Fire
Department that is in tremendous need of flreflghring equipment.
A question was raised in 2002 about the procedure for cities or townships to accept donated
equipment from another city or township. This question was researched through the League of
Minnesota Cities and it is acceptable for one city and/or township to donate to another city and/or
township as long as the receiver of the donation of equipment by formal resolution accepts all
responsibility and liability for the equipment they receive. The League of Minnesota Cities was very
helpful in answering this question and it remains true today that the receiving party of the equipment
must formally accept by resolution the equipment received.

Dear Mayor Stephanie Klinzing,
We have received the spec sheet and pictures of the 1980 Ford Fire Engine that Elk River Fire
Department is replacing.
We are currently having problems with our 1970 engine and will be looking at replacing it soon. We are
extremely grateful for you're past generosity. With the help of Fire Chief Bruce West, the Maple Hill
Volunteer Fire Department has made tremendous progress; Chief West has helped us acquire much
needed equipment and has willingly shared his knowledge of fire fighting, safety and ISO Certification.
All of the Maple Hill Volunteer Fire Department and myself are very grateful.
Please keep the Maple Hill Volunteer Fire Department in mind when you make your decision on what to
do with your 1980 Ford Fire Engine.
