Action Requested
Approve,by motion, the hiring of Jeffrey O'Connell for the position of Police Officer effective April 16,
2018.
Background/Discussion
Two new police officer positions were included in the 2018 budget. We went to market to fill these
positions and received 127 applications. Following initial interviews with 67 candidates, 14 were invited
back for another interview with the captains and human resources. Seven of those candidates moved on
to interview with Chief Nierenhausen. Chief Nierenhausen chose two candidates to proceed to
background investigation and medical and psychological evaluations.
Jeffrey O'Connell has been working as a sheriff's deputy in the patrol division of the Wright County
Sheriff's Department since April of 2017 and is a combat engineer in the United States Army Reserve,
serving since December of 2009. He holds a Bachelor's degree in Criminal Justice with a minor in
Psychology from St. Cloud State University. Mr. O'Connell has also worked security and as a community
service officer since completing his law enforcement schooling.
Financial Impact
This position is included in the 2018 budget. All pay and benefits will be consistent with union contract
and city policy.
