LEGAL DESCRIPTION
Lots 2 through 6 , Block 1, Ar-Mon Commercial Park. Attached is
a map showing the location of the affected property.
OVERVIEW
Metro Truck Equipment was approved a conditional use permit in
1989 for a truck terminal plus repair of trucks and custom
fitting and sale of truck boxes . They revised their
conditional use permit in 1991 . Staff has recently reviewed
the site and they are in compliance with all stipulations with
the exception that they need to plant more trees . They have
planted some but do not meet the 1 tree per 40 feet of lot
perimeter requirement.
The applicant is requesting another amendment to their
conditional use permit. They are asking for the addition of a
50 ' x 80 ' (4, 000 square feet)cold storage building. The
building is proposed to be post and beam style construction and
metal skin exterior. The attached site plan shows the proposed
• location of the building as well as the rest of the site layout.

SETBACKS
Accessory building setbacks in the light industrial zone are 30
foot front yard and 10 foot side and rear yards . The location
of the proposed building meets these setbacks .
Metro Truck Equipment has five lots included in their site.
These five lots have five separate PID numbers . Apparently,
they were never combined. The lot line between lots 2 and 3
actually runs through the middle of the principle structure on
this site. Staff is recommending these lots be combined,
therefore, they will not affect setbacks .
DRAINAGE
The drainage altered by the storage building will be directed
to a drainage area in the north east corner of the site. A
maximum of 40% lot coverage for buildings is allowed in a light
industrial zone. With the addition of this building on the
site, Metro Truck Equipment is far below this maximum lot
coverage.
FUTURE STREET
• Please note on the attached vicinity map, Ar-Mon Commercial
Park was platted with a road running through it ( 156th Avenue) ,
however, this road was never built. The remainder of the lots
in Ar-Mon Commercial Park that are not owned by Metro Truck
Equipment, are owned by Firstar Bank of Minnesota. If the lots
that do not abut Highway 10 are sold, 156th Avenue may need to
be constructed to access them. Since Metro Truck Equipment ' s
site accesses off of Jarvis, this should not be an issue with
this request.
ARCHITECTURAL STANDARDS
The applicant is proposing the building to be of metal skin
exterior to match the existing building. The I-1 zone allows
75% of the building exterior to be of metal skin. The
applicant is proposing the side of the building facing Jarvis
be wood exterior.
Metro Truck Equipment is proposing a pitched roof of the same
material as the existing principle structure. It appears that
the existing structure has a galvanized colored roof. The roof
on the proposed building would have to be colored metal to meet
City code.
LIGHTING
• The applicant has not indicated any additional lighting. A
simple security light would suffice.

SUMMARY/RECOMMENDATION
Many typical conditional use permit issues do not apply to this
request because the principal structure is in place. The Metro
Truck Equipment site is neat and orderly, however, they are
cramped for room inside their building and have a need for this
accessory building. Staff feels this request does meet the
seven standards for a conditional use permit. Staff is
recommending approval with the following stipulations :
1 . METRO TRUCK EQUIPMENT CONTINUE TO PLANT TREES UNTIL
THEY REACH THE 1 TREE FOR EACH 40 FEET OF LOT
PERIMETER REQUIREMENT.
2 . THAT METRO TRUCK EQUIPMENT COMBINE THEIR LOTS INTO
ONE PARCEL.
3 . THE CITY ENGINEER REVIEWS AND APPROVES DRAINAGE .
4 . THE ROOF ON THE ACCESSORY STRUCTURE IS COLORED METAL
AND THE SIDE OF THE BUILDING FACING JARVIS IS
CONSTRUCTED WITH APPROVED MATERIAL BY CITY ORDINANCE
(OTHER THAN METAL SKIN) .
