CU 93-13 The applicant, John Weicht, Post Office Box 368, Elk River, is proposing to construct a bus terminal that would be operated by Bill Dickenson. This item was tabled from the Planning Commission' s May 25, 1993, meeting for lack of detail . Staff ' s memo to the Planning Commission dated May 18, 1993, is attached. DRAINAGE Attached is a letter from Terry Maurer dated June 14, 1993, regarding his review of the proposed drainage plan, which is reflected on the revised site plan attached. Apparently, Pond A is in the north end of the site and Pond B is in the southern end. Mr. Maurer indicated the drainage plan should be rejected • because assumptions have been made that must be verified, including soil information. The drainage plan also assumes elevations, (not based on a benchmark) . This is not usually a problem as long as surveying is done so that the assumed elevations can be tied into existing situations, such as elevation of the County Road and the adjacent City trail . This has not been done on this drainage plan, but must be accomplished prior to the City giving final approval of this proposal . The Planning Commission will have to decide whether or not they table this issue until the drainage plan is revised or they will pass it on to the Council, contingent upon a revised drainage plan being reviewed and approved by staff, prior to the Council meeting. Staff does question whether or not the proposed ponds should be 8 and 6 foot deep because of the nearby school . The pond slopes definitely should not be more than 4 : 1 . PARKING AND DRIVES Staff has not received any further information on the number of employees or the maximum number of busses proposed to be kept • at this facility. This will affect the sizing of the parking lot and the bus parking area. P.O. The City' s architectural standards would dictate that the north, west, and east elevations must be other than metal skin and of material approved by City ordinance. LANDSCAPING/SCREENING The Park and Recreation Board reviewed this proposal as it relates to screening from the City hiking trail . They recommended 3 staggered rows of transplanted scotch pine with a 15 foot spacing on site and an additional row of scotch pine planted within the City hiking trail right-of-way. Staff did not received any other landscape proposals for the remainder of this site. Staff recommends that all areas disturbed by construction are stabilized with at lease grass . A dumpster location has not been identified. It should be screened wherever it is located as well as all other mechanical equipment. 111 FUEL ISLAND Staff did receive detail from the applicant regarding the fuel island tanks . They may be somewhat unsightly and the Planning Commission should consider whether or not the fuel island should be screened or moved to the back of the site. This fuel island also needs to meet applicable fire code, which will be determined at the time of building permit issuance. Staff does feel that having the drainage from the fuel island flow towards the retention pond in the northwest corner of the site, is appropriate. If there is a leak it can be contained prior to being released into natural water bodies . Further, staff feels that having a retention area south of the crushed bituminous area for bus parking is appropriate. This will provide for sedimentation of fines prior to being released into natural water bodies . However, staff can not determine whether or not that retention area is outside of these natural water bodies, since they have not been identified on the site plan. RECOMMENDATION If the Planning Commission decides not to table this item and • requests the applicant revise the proposal prior to the Council meeting, staff recommends it is with the following stipulations : Conditional Use Permit, John Weicht Page 3 June 16, 1993 • 1 . THE GRADING AND DRAINAGE PLAN BE REVISED (BASED ON ACTUAL ELEVATIONS) TO MEET THE CONCERNS OF THE CITY ENGINEER PRIOR TO THE CITY COUNCIL ACTING ON THIS REQUEST. FURTHER, THE NATURAL PONDS ON THIS SITE ARE IDENTIFIED ON THIS PLAN. 2 . THE SLOPES OF THE PROPOSED PONDS ON THE SITE ARE A MAXIMUM OF 4 : 1 . FURTHER, THE ISSUE OF THE DEPTH OF THESE PONDS BE CONSIDERED. 3 . THE EMPLOYEE/CUSTOMER PARKING AND ASSOCIATED DRIVE BE HARD SURFACED AND STRIPPED. 4 . A COUNTY DRIVEWAY PERMIT IS OBTAINED TO ACCESS COUNTY ROAD 1 . 5 . THE EMPLOYEE/CUSTOMER PARKING BE SIZED ACCORDINGLY: A MINIMUM OF ONE STALL FOR EACH COMPANY MOTOR VEHICLE KEPT ON SITE PLUS ONE FOR EACH ADDITIONAL NON BUS DRIVING EMPLOYEE. 6 . THE MAXIMUM NUMBER OF BUSSES ANTICIPATED ON THIS SITE BE USED TO SIZE OUT THE BUS PARKING AREA. 7 . SIGNAGE BE ALLOWED AS PER CITY CODE FOR THE I-1 ZONE. • 8 . THE PROPOSED BUILDING MEET CITY CODE REGARDING ARCHITECTURAL STANDARDS . SPECIFICALLY, THE WEST, NORTH, AND EAST ELEVATIONS NOT BE METAL SKIN. FURTHER, THE PROPOSED ELEVATIONS ARE PROVIDED PRIOR TO CITY COUNCIL ACTING ON THIS REQUEST. 9 . FOUR STAGGERED ROWS OF SCOTCH PINE WITH A 15 FOOT SPACING BE PLACED ALONG THE WESTERN PROPERTY LINE WITH ONE ROW BEING SITUATED WITHIN THE CITY HIKING TRAIL RIGHT-OF-WAY. 10 . June 14, 1993 File No: 230-179-11 Mr. Steve Rohlf Building and Zoning Administrator City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: DICKERSON BUS COMPANY SITE PLAN REVIEW Dear Mr. Rohlf: As requested, we have reviewed the submittal data for the Dickerson Bus Company site plan. This data consisted of a plot plan for John Weicht prepared by John Oliver and Associates, Inc. and drainage calculations also prepared by John Oliver and Associates, Inc. Our review • consisted primarily of the review of the drainage calculations. Based on our view we would offer the following comments. 1) Pond A - located in the northwest area of the site is adequately sized given the tributary area. However, the proposed pond is shown to be 8 feet deep and assumed to be dry at the time of any rainfall event. This may or may not be a valid assumption. In order to verify this assumption, soil borings need to be provided in this general area showing the historic high water table and/or modelled soil. If it cannot be proven that the historic high water table is below the bottom of this proposed pond then the ponding area needs to be larger and shallower in order to accommodate the runoff generated from the development of the site. 2) Pond B - located south of the developed area of the site assumes that only the developed area will flow into this pond. There are no contours provided on the site therefore, it is impossible to determine whether areas of the site, that are not proposed to be developed, will flow to Pond B. As it is Pond B appears to be approximately 10% to small to accommodate the assumed drainage area. It will be substantially to small if additional areas drain into it. Also, Pond B is proposed to be 6-feet deep. Similar to Pond A, soils information needs to be provided to insure that it will operate adequately as a dry pond. 1959 SLOAN PLACE, SUITE 200, ST.
