CU 93-28 REQUESTED ACTION A conditional use permit request to encroach on the 300 foot setback for a metal skin building and to construct a 30 ' x 32 ' metal skin pole building within a platted area. OVERVIEW Mr. Robideau is requesting a conditional use permit to construct a non-agricultural metal skin building within a platted area. The proposed structure would measure 30 ' x 32 ' ( 960 sq ft) . Metal skin buildings are required to meet a 300 foot setback from any neighboring dwelling. Also, any metal skin building located within a platted area must also go through the conditional use permit process regardless of size. The proposed building will be located directly behind the applicant ' s home near the rear of the lot. Setbacks from the neighboring homes are 224 feet and 133 feet, respectively. Note the attached site plan which shows the layout of the site and the location of neighboring homes . The adjacent home located at 10684-201st Circle also has a metal skin building which was built in 1981 . According the 1981 building permit, the dimensions of the structure are 40 ' x 60 ' , which is much larger than the building proposed by Mr. Robideau. The applicant could construct a 960 sq ft building of this size and not need a conditional use permit if it were constructed of a non-metal material, such as wood, masonite, or stucco. • P.O. There has been some concern voiced by surrounding residents about the anticipated use of this building to board the owners horses . Currently, it is my understanding the applicant boards his horses off-site. Approval of this conditional use permit would not permit the applicant to keep horses at this site. If the applicant wishes to pursue this matter, a separate conditional use permit will be required. PAST PRECEDENT Research into conditional use permit requests for metal skin buildings has shown there is not a lot of history concerning conditional use permits for metal skin buildings in a 2 1/2 acre platted area. The City has received numerous calls in the past few months concerning metal skin buildings within a wide variety of areas . Staff is concerned that, in certain areas, metal skin buildings may detract from the overall quality of a residential area. If the Planning Commission wishes, staff will review this ordinance. • RECOMMENDATION Staff is recommending approval of the conditional use permit to construct a 960 sq ft non-agricultural metal skin building, staff would also recommend the following conditions be added: 1 .
