BACKGROUND
The applicant is applying for a conditional use permit to
operate a tailoring and craft business out of her home. The
business will involve tailoring, repairing, and altering
customer clothes . The applicant has indicated that she will be
the only employee of the business and plans on working
approximately 20 hours per week. Of that 20 hours, 16 hours
would be open to the public. The applicant is proposing to
deliver the tailored items back to the customer when finished
to try to limit some of the excess traffic . The applicant will
also make custom crafts by request. Most will be sold off-site
however, she has indicated she would like to have an open house
before Christmas . Elk River City Code requires this type of
home occupation receives a conditional use permit due to the
on-site sales potential .
HOURS OF OPERATION
The applicant would like to work 20 hours per week and be open
to the public 16 hours per week. The hours of operation will
be Tuesday (2 p.m. to 8 p.m. ) , and Wednesday and Thursday ( 11
• a.m. to 4 p.m. ) . The applicant has indicated that all of her
customers will be required to make an appointment, which will
limit the number of people at the house at any given time.

• Permitted home occupations are allowed to be open from 7 a.m.
to 10 p.m. , therefore, staff does not have a problem with the
limited hours proposed by the applicant.
TRAFFIC/PARKING
The proposed tailor shop will only have one employee, the
applicant. The applicant owns one car which will be kept in
the garage. It is anticipated that no more than two vehicles
will be at this site at any one time. This site has a two car
garage, therefore, two vehicles can be parked in front of the
garage. It is important that the applicant try to keep
personal vehicles out of the driveway during business hours to
limit parking on the street.
SIGNAGE
The applicant has not indicated whether she plans on any type
of signage for this business . City Code allows a 2 square foot
sign to be mounted flat on the wall of the dwelling for
permitted home occupations . Staff is recommending this amount
of signage be allowed for this use.
RECOMMENDATION
Staff feels this request meets the seven standards for a

conditional use permit as outlined in Section 900 .2 of the Elk
River City Code of Ordinances, as well as the Home Occupation
Ordinance, and is recommending approval of this conditional use
permit request to operate a tailoring and craft business out of
the applicant' s home with the following conditions :
1 . THE HOURS OF OPERATION BE CONSISTENT WITH THE HOURS
MENTIONED IN THE MEMO.
2 . NO OTHER EMPLOYEES ARE ALLOWED WITH THIS HOME
OCCUPATION.
3 . THE APPLICANT MAINTAIN ENOUGH ROOM IN THE DRIVEWAY
FOR TWO CUSTOMER VEHICLES AT ALL TIMES DURING
OPERATING HOURS.
4 . SIGNAGE BE LIMITED TO TWO SQUARE FEET, MOUNTED FLAT
ON THE WALL OF THE DWELLING.
5 . THIS USE IS SUBJECT TO AN ANNUAL REVIEW BY STAFF TO
ENSURE THAT THE INTEGRITY OF THE RESIDENTIAL
NEIGHBORHOOD IS MAINTAINED.
