MEETING OF THE ELK RIVER PLANNING COMMISSION gieeh

JANUARY 22, 1994
Members Present: Chairman Minton, Commissioners Eberley, Kreger, Kuester,
Tacheny, and Tveite
Members Absent: None

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning
Commission was called to order at 8:30 a.m.
2. Consider Agenda
The agenda was approved and officers for 1994 were chosen: Chairman - Dan
• Tveite; Vice-Chair- Louise Kuester.
3. Business
The Planning Commission Rules and Procedures were reviewed and the following
changes were proposed:
• Editorial change: replace all references to "Building and Zoning Administrator" with
"City Planner."
• Add a section to Article II on the duties of Planning Commission members and listing
the standard communication pattern with other city entities.
• Take out the old underlining and underline the proposed changes.
• Add to Article V the words "City funded"before educational meeting in the overview
section.
• Change revision date to January 1994.
Commissioner Kreger volunteered to draft the new section in Article II for the
Commission to review at their February workshop.
Section 214 of the City Code (pertaining to The Role of the Planning
Commissioner) was reviewed. It was decided that a question about the Planning

Commission's role in the capital improvement program be discussed and clarified o
• at the February 7th meeting with the Mayor and City Council.
The Commission reviewed their 1993 goals:
1. IMPROVE PUBLIC COMMUNICATIONS. Bob Minton wrote an article for
the City newsletter and a presentation was planned for high school seniors,
however,that had to be canceled.
2. VISIT NEIGHBORING PLANNING COMMISSIONS. The goal was
completed and will be ongoing for 1994.
3. AREA CONFERENCE. Commissioner Rita Johnson organized an
outstanding conference last May focusing on legal issues in city planning. There
was excellent participation from other communities.
4. TRAINING SESSIONS. Commissioners participated in different training
opportunities: 2 attended the State Conference in Rochester last fall, 5 attended
the Area Conference arranged by Rita Johnson, and 2 attended day-long training
sessions in the metro area.
5. JOINT COUNCIL MEETINGS. Arranged two formal meetings with the
• City Council.
The Planning Commission established 1994 goals:
1. Complete the update of the Comprehensive Plan.
2. Continue to improve public communication.
3. Complete the ordinance reviews for Firearms, Home Occupations, and Zoning
(particularly considering expanded use listed for C-3, C-2, and industrial).
4. Review and comment on the transportation study.
5. Continue to visit neighboring planning commissions.
6. Organize an Area Planning Conference again in May.
7. Continue to promote commissioner training (i.e., send 2 commissioners to the
National Conference in April, 3 commissioners to the State Conference next fall,
and other opportunities as can be arranged).
• 8. Meet once with the Mayor and City Council in a workshop format independent
of other City business.

* Review Planning Commission goals for 1994.
* Clarify Planning Commission role in Capital Improvement Program.
* Discuss procedure and goals for update of the Comprehensive Plan.
* Solicit Mayor and/or City Council suggestions and/or comments.
Commission members established workshop meeting topics:
1. Comprehensive Plan Process, C.I.P., and revision of Planning Commission
Goals & Procedures
2. Comprehensive Transportation Plan
3. Wetlands
4. Overview of Sherburne County Land Planning
5. City-wide Drainage Plan
6. Home Occupation Ordinance
• 7. Firearms Ordinance
8. Trends in City Planning
The language for approving or disapproving of conditional use permits,
variances, and plats to maintain uniformity and assuring accurate motions for the
public meetings.
Commission members expressed their appreciation to Bob Minton for his
outstanding leadership of the Planning Commission during 1993.
4. Adjournment
There being no further business, the annual meeting of the Elk River Planning
Commission was adjourned at approximately 1:10 p.m
