REQUESTED ACTION
The City of Elk River is requesting the following:
A. Comprehensive Land Use Plan Amendment changing the land use
from HR (High Density Residential) to MR (Medium Density
Ill Residential).
B. Rezoning from R4 (Multi-family Residential) to Rlc (Single Family
Residential)
LOCATION
The northwest corner of the intersection of Gary Street and Orono Road.

ANALYSIS
In 1991 the City of Elk River purchased some property at the corner of
Hudson Street and Orono Road from E & 0 Tool for purposes of expanding
Orono Park at some later date. The current land use is HR (High Density
Residential) and zoning is R4 (Multi-family Residential). Staff is
recommending this part of Orono Park have the land use and zoning change
III to be consistent with the current designation on the balance of Orono Park
and surrounding single family areas.

For the most part, public parks are allowed in all zoning districts as a
permitted use. Therefore, the current situation with Orono Park being zoned
R4 is appropriate in terms of zoning ordinance application. However, public
parks are most commonly found in low and medium density residential areas
in order to be in close proximity to those who use the parks. The second
reason for considering this request is to provide some continuity to both the
land use plan and zoning map. As mentioned earlier, a majority of Orono
Park is currently zoned R1 with a land use of Medium Density Residential.
Amending the land use plan map and rezoning this described property will
better reflect the intended use as park and be compatible with the single
family residential area to the south.
RECOMMENDATION
Staff is recommending the Planning Commission recommend approval of the
following:
A. Comprehensive Land Use Plan Amendment changing the land use
from HR (High Density Residential) to MR (Medium Density
• Residential) based on the following:
1. The land use plan change will provide some continuity with the
intended use as park and the existing park area.
2. The City currently has a high percentage of multi-family land
use and is trying to achieve an appropriate mix by increasing
low and medium residential land uses.
B. Rezoning from R4 (Multi-family Residential) to Rlc (Single Family
Residential) based on the following findings:
1. Times and conditions have changed to warrant the rezoning
from Multi-family to Single Family.
2. The rezoning will better reflect the intended use of the property
as public park.
3. The rezoning will provide continuity with the remainder of
Orono Park, which is presently zoned Ric, and compatibility
with the surrounding residential areas to the south.
