SUBJECT: CONDITIONAL USE PERMIT

ISSUE
The applicant is requesting a conditional use permit to construct an auto
mall immediately north of Burger Time on the west side of Carson Street.
The proposal includes a possible extension of Carson Street to the north,
connecting to Highway 169, which would function only as a right-in/right-out.
The right-in/right-out has not been approved by MnDot at this time, however,
• the developers will be seeking the approval from MnDot as this project
proceeds forward.
Given the proposed development, staff is concerned about the traffic that is
presently occurring on Carson Street, in addition to the increased traffic
generated by the proposed development. Since the right-in/right-out onto
Highway 169 has not been approved yet, there lies the possibility that all
traffic generated by the existing and proposed development would be limited
to Carson Street as it connect with Main. This intersection already presents
concerns and would be further aggravated by additional development without
adequate road improvements.
Therefore, staff is recommending this item be tabled until the May 24, 1994,
Planning Commission meeting. This would allow the applicant time to
prepare a traffic study that would examine the impacts of this development
on Carson Street and the Main Street intersection, given both the possibility
of a right-in/right-out onto Highway 169 as well as the possibility this
connection may not occur. Upon receiving this information, staff will then
review the proposed development and present its findings to the Planning
Commission.
