ZONING/LAND USE R1C (Single Family Residential)/ MR (Medium Density Residential) ATTACHMENTS Location Map, Zoning Map, Site Plan, Property Owners List BACKGROUND Randall Pitcher is applying for a conditional use permit to operate a sharpening business in his 28' x 36' detached garage. The business will involve the sharpening of a wide variety of items such as saw blades, knives, lawn mower blades, chain saws, drill bits, etc. Mr. Pitcher has indicated that he will be the only employee of the business and he anticipates that two to three customers per day will be average. The subject property is approximately one acre in size. • P.O. Staff would not have a problem with a sign this size in the area as long as it is located outside County right of way and under 5' in height. If this proposal is approved, a sign permit must be obtained before the sign is erected. NOISE Mr. Pitcher has indicated that very little noise will be made from his sharpening business. In past C.U.P. home occupations where noise may become a potential problem, a condition is often added that if valid complaints are received regarding noise an immediate review of the home occupation may be conducted. Staff recommends that this be a condition of the request. HOURS OF OPERATION Mr. Pitcher plans on being open weekday evenings from 4 p.m. to 8 p.m. and • 7 a.m. to 8 p.m. on weekends. Permitted home occupations are allowed to be open from 7 a.m. to 10 p.m., therefore, staff does not have a problem with the hours proposed. TRAFFIC/PARKING The proposed sharpening business will have only one employee, Mr. Pitcher. The business will be located in one stall of the detached three car garage. The will be ample room for Mr. Pitcher's vehicles to be kept in the garage as well. It is anticipated that no more than three customer vehicles will be at this site at any one time. Since the site does have a three car garage, customer vehicles can park in front of each stall. The site does have a long driveway which will allow for the stacking of vehicles during busy periods. RECOMMENDATION Staff is recommending approval of the conditional use permit request to operate a sharpening business out of Mr. Pitcher's garage, with the following conditions: • pitcher.planning Pitcher, CUP Page 3 April 26, 1994 • 1. HOURS OF OPERATION BE AS PER CITY CODE. 2. THE APPLICANT MAINTAIN ENOUGH ROOM IN THE DRIVEWAY FOR THREE CUSTOMER VEHICLES AT ALL TIMES DURING OPERATING HOURS. 3. THAT A 1' x 1.5' FREESTANDING SIGN BE ALLOWED AT THE END OF THE DRIVEWAY NEAR TWIN LAKES ROAD. THE SIGN MUST BE LOCATED OUTSIDE OF COUNTY RIGHT OF WAY AND BE UNDER 5' IN HEIGHT. A SIGN PERMIT MUST BE OBTAINED BEFORE THE SIGN IS ERECTED. 4. THIS USE IS SUBJECT TO AN ANNUAL REVIEW BY STAFF TO ENSURE THE INTEGRITY OF THE RESIDENTIAL NEIGHBORHOOD IS MAINTAINED. 5.
