CU 94-18 REQUEST A conditional use permit to construct two 24' x 36' classrooms to Vandenberg Junior High School. 40 LOCATION 948 Proctor Avenue NW, Elk River, MN ZONING/LAND USE R1C (Single Family Residential)/ MR (Medium Density Residential) ATTACHMENTS Location Map, Zoning Map, Site Plan, Letter from Applicant BACKGROUND Independent School District #728 is requesting a conditional use permit to construct two classroom additions to Vandenberg Junior High School. The school is in dire need for additional classroom space for the 1994-95 school year. The classrooms are a temporary solution until permanent facilities can be constructed. Each classroom will be required to meet State and local building codes prior to construction. The location of the classrooms will be on III the north side of the school and are indicated on the attached site plan. P.O. Building Official Cliff Skogstad has met with the School District's architect and is confident that these classrooms can meet building code. Each classroom will be placed on a permanent foundation and will have direct access to the existing school. BUILDING ELEVATIONS The proposed classrooms will be constructed of wood and painted to be compatible with the existing brick school. Staff is concerned that these types of buildings occasionally evolve into a permanent situation. Therefore, if this proposal is approved, staff recommends a three year time frame be established. If the classrooms are still being used after three years, the School District will be required to update the exterior to brick to match the exterior of the existing school. EMERGENCY ACCESS • Along the north end of the school there is a ten (10) foot wide sidewalk that presently is used as an emergency access. The site plan does not clearly illustrate the proximity of the sidewalk to the proposed classrooms. If the classrooms cross the sidewalk, another emergency access must be provided north of the classroom. Staff will require that the emergency access be hard surfaced, properly sized, and maintained throughout the year. PARKING The existing parking lot appears to be adequate for the Junior High's needs. The addition of two classrooms should not trigger the need for additional parking. If parking does become a problem, the School District has ample room for the parking lot to be expanded. RECOMMENDATION Staff recommends approval of the conditional use permit request for the addition of two (2) 24' x 36' temporary classrooms to Vandenberg Junior High School with the following conditions: 1. A THREE YEAR TIME LIMIT BE PLACED ON THE WOOD EXTERIOR OF THE CLASSROOM. IF THE CLASSROOMS ARE STILL BEING USED AFTER THREE YEARS, THE SCHOOL DISTRICT WILL BE REQUIRED TO UPGRADE THE EXTERIOR TO BRICK TO MATCH THE EXISTING BUILDING. 3. THE CLASSROOMS BE PAINTED TO BE COMPATIBLE WITH THE EXISTING BUILDING. 4. IF THE CLASSROOMS CROSS THE SIDEWALK, AN ADDITIONAL HARDSURFACED EMERGENCY ACCESS MUST BE PROVIDED AND MAINTAINED NORTH OF THE PROPOSED CLASSROOMS. Each classroom will be attached as per state and local building code requirements and will be utilized by approximately 25 students each. Adequate parking space is available on site. These units will be utilized for the 1994-95 school year and will continue to be used until new permanent facilities are available. Building specifications, construction drawings, and a site plan are enclosed. The school district architect is drawing plans for attaching corridors and footings in accordance with state and local building codes. It is our intent to meet all state and local requirements. Please contact us if • you have questions or recommendations. We will provide a list of property owners within 350 feet of the Vandenberg property as soon as they are available. 0 • • CONSTRUCTION SPECIFICATIONS: All units shall be of wood frame construction and meet all applicable • state and local building requirements and codes. FOUNDATIONS: Building units are to be set on 16" sq. concrete pilasters (fill w/concrete) set on 24" x 24" x 8" concrete footings placed at ground level. (8'0 o.c. maximum spacing under 40' building; 9'0 o.c. maximum spacing under 36' building) . Buildings placed approx. 18" above ground level. Support each building with three beams (outside beams to be 3 - 2 x 12's - center beam to be 2 - 2 x 12's) . FLOOR CONSTRUCTION: Joists - 2" x 10" on 16" center Sub floor - 5/8 CDX Underlayment - 1/2" particle board suitable for carpet installation. WALL CONSTRUCTION: Studs - 2" x 6" on 16" center Single plate on bottom; double plate on top Window and door headers - 2" x 12" • Exterior sheeting - 1/2" oxboard or equivalent Exterior siding - 4 x 9' x 5/8 cedar faced plywood stained - grooves 12" o.c. ROOF CONSTRUCTION: 4/12 pitch Rafters - w x 4 pre-engineered trusses on 24" center. Includes 16" soffit and 12" gable overhang. Sheeting - 4 x 8 x 5/8" oxboard or equivalent. Metal roof edges 240# asphalt shingles over 15# felt. Roof vents to meet existing codes. Use continuous vent in soffit and corregated chutes in each truss space. INSULATION: Minimum standards to meet electric heat requirements. Floors - R-30 bottom sealed with wire mesh or plywood to prevent insulation fallout and rodent intrusion. Walls - R-19 - 6" glass bats Ceiling - R-40 - blown glass • • INTERIOR: • A11 interior walls and ceiling covered with 4 mil poly vapor barrior. Wall areas covered with 1/2" sheet rock. Ceiling covered with 5/8" fire rated sheet rock. FINISHING: Interior walls shall be covered with 4 x 8 wood paneling (see foot- note 1) . Ceiling areas taped, sanded and sprayed. Interior wood trim all mahogany, stained and varnished with two coats. 4" Rubber base. Exterior wood stain to be semi-transparent Olympic or equal. WINDOWS: Four (4) per classroom - Anderson Perma-shield #CW24T or equal. Glass to be two pane insulated unit. DOORS: wwo- 4. per classroom - exterior door to be 3'0 x 6'8 steel insulated, pre-hung complete with threshold, weather stripping, butts, latch set • and cylinder. Wiring each unit to include - 100 amp single phase service 8 - 110 V. 20 amp outlets Light fixtures - 24" x 4' , 4 lamp fluorescents (24' x 36' units = 12 fixtures in 3 rows) (30' x 40' units = 16 fixtures in 4 rows) Each light switch to control maximum of 2 rows of lights. Two battery pac emergency exit and light. HEATING: Electric baseboard units with single thermostatic control. CONNECTING HALLWAYS: • Attached as per drawings to classroom units.
