5.1 PCSR 06-28-1994 AGENDA ITEM 5. 1 ty of MEMORANDUM lkRiver TO: PLANNING COMMISSION MEMBERS FROM: STEPHEN ROHLF, BUILDING AND ZONING ADMINISTRATOR DATE: JUNE 9, 1994 ./C4414'/' SUBJECT: REVIEW OF CONDITIONAL USE PERMIT FOR COMMERCIAL ASPHALT Commercial Asphalt Company has an asphalt plant in an existing gravel pit located in the southwest corner of the intersection of County Road 33 and Highway 169. The Planning Commission reviewed and the Council approved a one year renewal of Commercial Asphalt's permit in the Spring of 1994. One of the conditions of that renewal, was a review by the Planning Commission in June of 1994, of the odor issue associated with the plant. Attached to this memo is a letter from Commercial Asphalt dated June 6, • 1994, regarding the measures they have taken to deal with their odor problem. This issue is in front of the Planning Commission, not as a formal public hearing, but as an interim review to see what progress has been made regarding odor. This item was not re-advertized, but the neighbors that got the original notice and people who commented at public hearings were given notice of this meeting. Box 490 13065 Orono Parkway Elk River, MN 55330 Dear Steve: I am writing to update you on the changes in operational procedures at our hot-mix asphalt plant in Elk River. As you know,these changes are being made in order to reduce potential odor • problems at this location. We have completed the work to increase our stack height from 70 feet to 90 feet. This additional 20 feet should help to improve dispersion characteristics of the exhaust. We are closely monitoring the plume characteristics on a daily basis, and taking special precautions when the wind is in the direction of adjacent residents. We understand the Planning Commission will review our progress at their June 28 meeting. If you have any questions or have heard any comments concerning our facility,please contact us prior to this meeting.
