ACH, CITY PLANNER- DATE: JUNE 28, 1994 SUBJECT: REQUEST FOR AN AMENDMENT TO THE DEVELOPMENT PLAN AND CONDITIONAL USE PERMIT FOR SITE PLAN APPROVAL FOR ELK PARK CENTER COMMERCIAL PUD, PUBLIC HEARING, CASE NO. CU 94-24 REQUEST Kraus Anderson is requesting an amendment to the Development Plan and Conditional Use Permit for Site Plan approval of Phase I relating to the Elk • Park Center Commercial Planned Unit Development. LOCATION West of Highway 169, east of Jackson Road, and north of School Street. ATTACHMENTS Development Plan ZONING / LAND USE PUD (Planned Unit Development) / HB (Highway Business) OVERVIEW The proposed amendments to the Development Plan and Site Plan for Phase I of Elk Park Center has come about as the result of Target's desire to construct a new prototype store, which is different than any store currently operating in Minnesota. The concept is to develop what is currently termed a "Super Target" (includes 40,000 square feet of grocery store and roughly • 120,000 square feet of merchandising). In combining what used to be the two P.O. PROPOSED CHANGES • Relocating the entrance drive off of Jackson Road further north approximately 500 feet. This new entrance would become more centralized to the development and provide a more evenly distributed access point. • The elimination of the retail stores on the south end of the project to be replaced with additional parking to serve the Super Target. • The landscaped area along the south end of the project has been reduced approximately 10-15 feet to allow for the additional parking to serve the Super Target. • Square footage of the balance of the project beyond the Super Target store has been adjusted creating a mid-sized anchor at the north end of the facility. ACCESS TO THE SITE • Staff has requested the developer redesign the southern most access point into the shopping center to allow for vehicles to enter the site conveniently with the least amount of confusion. Redesigning this access point will also provide more opportunity for vehicles stacking and waiting to leave the center onto Freeport Avenue. This point of entrance is of concern because staff believes that the majority of vehicles will be turning in at this point as it provides the first access point to the proposed Super Target. SUMMARY Overall, the total square footage is not necessarily changing. The original tenants as proposed, are being shifted around to accommodate Target's desire to construct this new store. If fact, this store is such a fresh idea from Target that the construction plans have not been prepared yet. Therefore, building elevations have not been submitted to staff for any review, however, it has been indicated by the architect that Target is considering a front elevation similar to a Target Greatland, but will be slightly larger as a result of the increased square footage of the store. The architects have also indicated that they plan on having some renderings available for the Planning Commission at Tuesday night's meeting. • epccup.pc Elk Park Center, CU 94-24 Page 3 June 28, 1994 • RE COMMENDATION Staff is recommending the Planning Commission recommend approval of the following: A. Approval of the amended Development Plan for Elk Park Center's Commercial Planned Unit Development. B. Conditional Use Permit amending the Site Plan approval for Phase I of Elk Park Center Commercial Planned Unit Development with the following conditions: 1. THE SOUTHERNMOST ENTRANCE OFF OF FREEPORT AVENUE BE READJUSTED TO PROVIDE CONVENIENT INGRESS AND EGRESS TO THE COMMERCIAL PROJECT. 2.
