08-11-1986 CC MIN e e e REGULAR MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY. AUGUST 11. 1986 Members Present: Mayor Hinkle. Councilmembers Gunkel. Williams. and Engstrom Members Absent: Councilmember Schuldt Staff Present: Pat Klaers. City Administrator; Lori Johnson. Finance Director; Tom Zerwas. Police Chief; and Phil Hals. Street Superintendent 1. The meeting of the Elk River City Council was called to order by Mayor Hinkle at 7:30 p.m. 2. Consideration of 8/11/86 Agenda Item 7A - Street Employee Retirement was added to the agenda. COUNCILMEMBER AS AMENDED . PASSED 3-0. ENGSTROM MOVED TO APPROVE THE 8/11/86 CITY COUNCIL AGENDA COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION 3. Consideration of 7/29/86 and 8/4/86 City Council Minutes COUNCILMEMBER GUNKEL MOVED TO APPROVE THE 7/29/86 CITY COUNCIL MINUTES AS SUBMITTED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3-0. COUNCILMEMBER GUNKEL MOVED TO APPROVE THE 8/4/86 CITY COUNCIL MINUTES AS SUBMITTED. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 3-0. 4A. City Office Space Discussion was held regarding the City leasing office space from the Sherburne Lodge. Mayor Hinkle suggested that city staff tour the building to see if there would be sufficient space for the Elk River City Offices. Councilmember Gunkel noted that Assembly of God Church status once the church to the Sherburne Lodge. staff to check into the legalities she would like staff to check the again in order to compare the price of Councilmember Gunkel further directed of the City leasing a building. It was the consensus of the City Council that the Council meet at 6:30 p.m. on August 25 to tour the building and also that Duane Kropuenske be contacted so that the Citizen's Committee can be invited. 4B. Department Head Pay Plan The City Administrator presented the City Council with a department head pay plan. He indicated that the reason for the pay plan was to make allocation of raises more consistent and easier to implement. PAGE 3 City Council Minutes August 11. 1986 e SA. Street Crew Summer Help The Street Superintendent indicated he had hired 4 young people through a summer youth employment program. Two workers are scheduled to leave 8/15 and two others are scheduled to leave 8/29. COUNCILMlMBER ENGSTROM 4-0. TO AUTHORIZE THE STREET SUPERINTENDENT TO EMPLOYED AT CITY EXPENSES FOR A TWO WEEK SECONDED THE MOTION. THE MOTION PASSED 5B. Parking on 191st Lane OOUNCltMIMBER ENGSTROM MOVED TO AUTHORIZE THE POSTING OF NO PARKING SIGNS FROM 2 6 A.M. IN THE AREA OF 1915T LANE AND ALSON ON HIGm.AND AND tANESBOROUGH HEIGHTS. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4- O. 5C. Rezoning Procedure e Discussion was held concerning the proposed M-Vale plat regarding the zoning of the area. The M-Vale Plat is requesting a rezoning from A-1 to R-1a. This will leave 80 acres of A-1 land surrounded entirely by R-1a v land. If the M-Vale rezoning is approved. the Council requested the staff to proceed with rezoning the remaining 80 acres to R-1a. COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE CITY STAFF TO PROCEED WITH A ZONE CHANGE FROM A-1 TO R-1a FOR PROPERTY IN THE VICINITY OF THE M-VALE PLAT. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. 6. Street Department Building Update Street Superintendent. Phil Hals. presented the Council with a blue print layout of the street department garage. Discussion was held on the type of roofing and walls with which the building would be constructed. The Street Superintendent indicated the plans and specifications would be complete by August 25 and that bids would be opened September 9. 1986. COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-53 A RESOLUTION RELATING TO THE LEASE WITH OPTION TO PURCHASE OF A PUBLIC WORKS GARAGE; GIVING APPROVAL THEREOF AND AUTHORIZING THE EXECUTION OF DOCUMENTS RELATING THERETO. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. ~ 7A. Street Department Employee Retirement The Street Superintendent informed the City Council that he would be advertising for another street department employee to replace Leroy Pike who would be retiring in November 1986. PAGE 4 City Council Minutes August 11. 1986 e COUNCILMEMBER WILLIAMS MOVED TO HAVE A PLAQUE MADE TO PRESENT TO LEROY PIKE FROM THE CITY FOR DEDICATED YEARS OF SERVICE TO THE CITY OF ELK RIVER. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. It was the consensus of the City Council to direct the City Administrator to request the presence of the City's RDF consultant to be present at the August 18. 1986 City Council meeting.
