CU 94-33 REQUEST First National Bank of Elk River is requesting a conditional use permit for site plan review for the development of a bank facility in Elk Park Center PUD (Planned Unit Development). • LOCATION Southwest corner of 191st and Highway 169 (Lot 1, Block 4, Elk Park Center) ZONING / LAND USE PUD (Planned Unit Development) / HB (Highway Business) ATTACHMENTS Memo from Terry Maurer, Zoning Map, Site Map, Development Plans OVERVIEW First National Bank of Elk River is proposing to construct a branch office in the Elk Park Center PUD (Planned Unit Development). The building will initially be 3,300 square feet with five (5) auto drive through lanes. The proposed plans included expansion opportunities of approximately another 3,000 square feet. • Two driveways off of Freeport Avenue will provide access and facilitate traffic circulation on site. The southerly driveway will allow two-way P.O. In order to assure this driveway will function as identified, proper design and signage will need to be utilized. ANALYSIS The following are specific comments regarding staffs review of the submitted development plans which will need to be addressed and incorporated into the plans prior to issuance of a building permit. A. Parking and Circulation 1. Curb and gutter must be utilized throughout the entire parking area. The one exception to this is along the southerly driveway where a future parking area is designated. However, a bituminous curb should be incorporated along this side of the driveway as a temporary measure. 2. The "exit only" drive will need to be properly designed • and signed to assure operation of the entrance as an exit only. B. Pedestrian Circulation 1. Handicap ramps shall be provided in accordance with code requirements. 2. It is recommended a pedestrian ramp be provided at the south terminus of the sidewalk, which extends to the building entrance. 3. Final plans should illustrate the sidewalk along Freeport Avenue. The sidewalk is located within the right of way and is approximately one foot off of the property line. C. Landscaping 1. As part of the Elk Park Center PUD (Planned Unit Development) there are typical planting areas to establish a landscaping theme throughout the development. One of • these locations is at the corner of 191st and Freeport Avenue. This planting area should be shown on the firstban.pc First National Bank Page 3 September 27, 1994 • landscape plan and incorporated into the overall plan for the bank facility. 2. Also, boulevard trees are being installed along Freeport Avenue and 191st as part of the Elk Park Center development. These should also be shown on the landscape plan and incorporated with the proposed landscaping on site. 3. The size of landscaping material should be indicated on the plans. Minimum sizes are as follows: • Overstory trees: 2" caliper, b & b • Ornamental trees: 1" caliper, b & b • Conifer trees: 6 feet high • Shrubs: may vary in size 4. Some of the conifers located along the south property line should be distributed throughout the site to balance landscaping for year round interest. For example, some • conifers could be shifted to the north and along the east. 5. It is recommended that some medium sized evergreen shrubs be included along Highway 169 to soften the visual appearance of the large drive-up area. 6. An earth berm within the northerly landscaped area will assist in reducing vehicle headlights from shining into the traffic on 191st Avenue. The plans presently show a berm and landscaping that will provide a nice buffer between a drive-up area and 191st Avenue. 7. Seed may be utilized within the long range expansion area. Otherwise, sod should be installed throughout all disturbed areas unless noted on the plans. 8. Erosion control (i.e., silk fence) should be used during construction in those areas where appropriate. This detail should be reflected on revised plans. 9. Underground irrigation throughout all landscaped areas • are required as part of the Elk Park Center PUD (Planned Unit Development). firstban.pc First National Bank Page 4 September 27, 1994 • D. Signage 1. At this time, the Bank is proposing to utilize wall signage on the building and drive through canopy. Free standing signage is allowed and may be installed upon receiving a sign permit. All signage will need to be provided in conformance with the Elk Park Center Sign Requirements, as outlined in the PUD Agreement. E. Building and Elevations 1. The building is proposed to be constructed with a combination of brick, masonry, and a pre-finished copper standing seam metal roof. These materials are consistent with both the main shopping center and the Wendy's facility directly to the north. F. Drainage and Utilities . 1. Issues outlined in Terry Maurer's memo will need to be incorporated and made part of the final plans before issuance of building permit. RECOMMENDATION It is recommended the Planning Commission recommend approval of the conditional use permit request for site plan review by First National Bank of Elk River to construct a 3,300 square foot bank facility with the following conditions: 1. ALL COMMENTS MENTIONED IN THIS MEMO BE INCORPORATED INTO THE REVISED PLANS AND SUBMITTED FOR FINAL REVIEW PRIOR TO ISSUANCE OF BUILDING PERMIT. 2. TERRY MAURER'S COMMENTS OUTLINED IN A MEMO DATED SEPTEMBER 22, 1994, BE INCLUDED IN THE REVISED PLANS. 3. THE "EXIT ONLY" DRIVE MAY BE DESIGNED AND CONTINUE TO OPERATE WITH LEFT AND RIGHT TURNING MOVEMENTS. Box 490 CIVIL ENGINEERING Elk River, MN 55330 ENVIRONMENTAL RE: FIRST NATIONAL BANK SITE PLAN REVIEW MUNICIPAL Dear Mr. Ach: PLANNING As requested, we have reviewed the site plan for the proposed First National Bank facility to be located in the southeast quadrant of Freeport Avenue and 191st Street within the Elk STRUCTURAL Park Center Development. The site plan we reviewed was a revised drawing, although it did • not contain a revision date. The date of printing in the lower righthand corner of the SURVEYING drawing is September 16, 1994. The site plan was prepared by Hickey, Thorstenson, Grover, Ltd., Architects. Based on our review, we would offer the following comments: TRAFFIC 1. The site plan was revised because of two major concerns we expressed to the TRANSPORTATION architects. The first was the method which was used to prepare the grading plan, which did not take into account the existing contours, and the second dealt with storm sewers on the site. The revised grading plan still has major errors in it. As an example, in the boulevard area adjacent to 191st Street, there is a berm proposed which rises from 933 to a height of 937. Underneath this proposed berm, there is an existing 932 contour which is not adequately dealt with in the grading plan. This 932 contour cannot be left to just hang; it must be shown to wrap around the site in some manner and connect to another 932 contour. Another example of an error on the grading plan is the curb grade along the northeast area of the site. Directly northeast of the proposed drive-thru, there is a spot elevation shown on the curb of 935.0. 1326 Energy Park Drive Approximately 60 feet to the northwest and 60 feet to the southeast, there is also a St.Paul,MN 55108 935 contour which runs into the curb. This would indicate that the entire length of curb in this area is at elevation 935. In other words, the curb along here is flat and 612-644-4389 would not adequately drain. Another example of a problem with the grading plan is Fax 612-644-9446 found in the southern area shown as long range expansion. There is an existing 934 contour on the southern boundary of the property. There is also a proposed 934 .9800 Shelard Parkway contour which runs into the proposed curb. Between these two is a 932 contour which is existing and not adequately dealt with. As it is shown, this would be a low Minneapolis,MN 55441 area which would always hold water. Based on these examples of problem areas in 612 546-0432 the grading plan, we would recommend that the grading plan be revised. Fax 612-544-6398 230/247-2201.sep • Mr. Steve Ach September 22, 1994 Page Two 2. The revised grading plan does show the concrete sidewalk which is proposed along Freeport Avenue. However, it continues the sidewalk through the entrance and exit from the proposed site. In reality, the concrete sidewalk will be removed in these areas and pedestrian ramps will need to be installed on either side of the entrance and exit. 3. The revised grading plan now indicates concrete curb and gutter on all areas of the site. We believe that the actual intent of the First National Bank is that the curb and gutter would be omitted from the area on the south boundary noted as future parking. Omitting the concrete curb and gutter in this area and replacing it with bituminous curbing would be acceptable given the proposed future parking to be developed in this area. All other portions of the project should contain concrete curb and gutter. 4. The revised site plan now shows two locations where storm sewer is extended into the site and terminates in a catchbasin, one along the southerly curb line and one along the northerly curb line. This is consistent with the City's desire that no drainage be directed overland onto Freeport Avenue, but that all drainage be picked up internally. We would question, however, the location and minimum number of catchbasins. There are not sufficient spot elevations to determine exactly how it is intended to get the storm runoff to these two catchbasin locations, but it is fairly obvious with just these two locations that there will be water sheeting across both parking and driving areas. This is not the most desirable method of storm sewering a site such as this. Also, both entrances and exits should contain a high point to eliminate water from sheeting out onto Freeport Avenue and to also eliminate any water from Freeport Avenue running into the site. 5. Future parking stalls are also shown on the west side of the site adjacent to Freeport Avenue and the proposed exit from the drive-thru bank. These may not be the most desirable locations for parking stalls because of potential conflicts between backing movements from the stalls and cars coming from the drive-thru to use the southerly exit point. 6. The northerly driveway to Freeport Avenue is labeled "exit only". It is approximately 14.5 feet wide, which is only wide enough for one vehicle to exit at a time. It is set up so that either a right or left turning movement could be made from this location. We would recommend that the driveway be no wider than shown on this site plan. However, this may cause problems of backups internal to the site. If a vehicle is waiting at this location to turn left, other vehicles will likely back up behind. If, in fact, the driveway were widened to allow two lanes of exiting traffic • in an effort to not delay right turn movements, it is likely that the driveway would also be used as an entrance. This would cause a significant problem on Freeport Avenue due to its close location to the intersection at 191st Street. 230/247-2201.sep • Mr. Steve Ach September 22, 1994 Page Three If possible, we would recommend that the driveway be allowed to initially operate in a manner which allows both left and right turn movements. However, if left turning movements from this location begin to cause problems, either internal to the site or to Freeport Avenue, it would be desirable to come back at a later date and restrict this driveway to right turns only. This could easily be accomplished in the future by extending the curb lines to direct exiting vehicles in a northerly or right turn manner. 7. Adequate sanitary sewer and water facilities are available to serve this site from the utilities recently installed in Freeport Avenue. 8. It may be necessary to obtain a permit from MnDOT or grading in the Highway 169 right-of-way. Currently, the grading plan shows minimal grading outside of the platted lot area. However, even this small amount of grading in the highway right- of-way does require a permit from MnDOT.
