5.10 PCSR 12-27-1994 • RECOMMENDATION It is recommended that the Planning Commission hold a public hearing to begin discussing this ordinance amendment and receive public comment so the appropriate changes can be made. ACH, CITY PLANNE$,i eZ DATE: DECEMBER 27, 1994 SUBJECT: ORDINANCE AMENDMENT BY THE CITY OF ELK RIVER, PUBLIC HEARING, CASE NO. OA 94-4 REQUEST The City of Elk River is requesting to amend Section 900.24 of the Zoning Ordinance relating to parking and loading requirements. Attached is the first draft of proposed revisions to the parking and loading requirements as set forth in the Zoning Ordinance. It is not anticipated that the Commission will be in a position to make a recommendation on these proposed changes at Tuesday night's meeting, however, this item is being brought forward at this time to begin discussions to make various changes to this section of the ordinance. At Tuesday night's meeting I will go through each section of the ordinance to explain the proposed additions and deletions from the ordinance. Also attached to this memo is a report from the American Planning Association Advisory Service dealing with specific parking requirements of various uses. The study was compiled by surveying several communities throughout the United States and gives a good cross section of how communities deal with parking requirements. Although some of these requirements may not be applicable to Elk River, it certainly is a good reference to be basing some of our decisions. This first draft of the ordinance has not addressed the section that sets forth specific requirements for individual uses, however, this is a section of the ordinance that needs to be closely examined. 13065 Orono Parkway • P.O.
