REGULAR MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER PUBLIC LIBRARY
MONDAY. OCTOBER 20. 1986

1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle.
2. Consideration of Council 10/20/86 Council Agenda
Items lOa. MSA Resolution Regarding Elk Hills Drive, lOb. - Youth
Hockey Gambling License, 10c. - Landfill License, and 10d. - Roma Tool
were added to the agenda.
COUNCILMEMBER TRALLE MOVED TO APPROVE THE 10/20/86 COUNCIL AGENDA AS
AMENDED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-

MINUTES. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4-
O.
4.
Open Mike
Jackie Schuelein, Executive Vice President of the Chamber of Commerce
stated that the Chamber had taken a poll from the business community
regarding the RDF Plant. Ms. Schuelein took a few minutes to review the
outcome of the survey with the Council.
Ms. Schuelein stated that the Governor's Design Team would be present in
Elk River this weekend and explained the programs and agenda planned.
Ms. Schuelein also stated that the Business Expo will be held Sunday,
November 2, 1986.
8. City Hall Facility
Mr. Gary Santwire presented a blueprint of the proposed building which
the City would be leasing for the future City Hall.
COUNCILMEMBER TRALLE MOVED TO APPROVE THE LAYOUT AS PRESENTED AND FURTHER
AUTHORIZED THE CITY HALL STAFF TO FINALIZE THE PLANS FOR THE BUILDING.
COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0.

5. Consider Ordinance Amendment Regarding Animal Ordinance

OF ANIMALS WITH HISTORY OF BITING. COUNCILMEMBER SCHULDT SECONDED THE
MOTION. THE MOTION PASSED 4-0.
6. Public Works Facility Update
Mr. Phil Hals. Street Superintendent. indicated that the public works
garage is running on schedule. He noted that the footings were in and
the supporting walls would be up in 8 or 9 working days. He informed the
Council that the City would be opening bids on Wednesday. October 22.

roof. doors. heating. plumbing etc.

Discussion was held whether the building should be hooked up to City
water. The Street Superintendent stated this would be very expensive
because of the distance of the pipe and indicated he has checked into
having a private well.
Councilmember Gunkel stated that if another business were in this
situation and the City Council would require them to hook up to City
water. then the City should not treat themselves any differently and
should be required to hook up to City water.
The City Administrator noted that City Staff would look into this matter
further and come back to the Council before making any decisions
regarding this matter.
7. Resolution Recognizing Outstanding Performance during Gas Line Rupture
The City Administrator noted that he had prepared a draft resolution
recognizing Terry Zerwas. Fire Department and School Personnel for the
outstanding performance during the gas line rupture at Handke School on
October 6. 1986.
Councilmember Schuldt suggested the following changes: that the third
paragraph read as follows: WHEREAS. Handke Elementary School Head
Custodian. Terry Zerwas. took quick and decisive action in notifying
school authorities of the emergency and exposed himself to possible
danger by shutting off the boiler system and extinguishing pilot lights
in the kitchen stoves in an effort to reduce the possibility of an
explosion.

COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 86-77. A RESOLUTION
ACKNOWLEDGING THE OUTSTANDING PERFORMANCE OF HANDKE ELEMENTARY SCHOOL
HEAD CUSTODIAN. TERRY ZERWAS AND OTHER PARTIES INVOLVED DURING THE
NATURAL GAS LINE LEAK CRISES. AS AMENDED. COUNCILMEMBER TRALLE SECONDED
THE MOTION. THE MOTION PASSED 4-0.
9. Check Register
COUNCILMEMBER GUNKEL MOVED TO APPROVE THE CHECK REGISTER. COUNCILMEMBER
SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0.

CITY ENGINEER. AND THAT THE RESOLUTION BE FORWARDED TO MNDOT.
COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4-0.
e lab. Youth Hockey Gambling License
No action was taken to veto the request for a gambling license by Elk
River Youth Hockey.
lac. Landfill License
Councilmember Gunkel indicated that the Landfill License will be up for
renewal in a few days. She stated her concern that the City try to work
with the County Commissioners as to what the license covers and what some
of the concerns are since the last license was issued.
It was the consensus of the Council that the City staff contact Brian
Benson regarding this matter.
lad. Roma Tool
Councilmember Gunkel indicated that she had heard a rumor regarding Roma
Tool laying off employees and stated her concern regarding the grant they
had received to remain in Elk River.
Councilmember Tralle expressed his concern regarding the length of the
Utility Commission Minutes. He indicated he would like to see the
minutes be a little more explanatory regarding discussion at the meeting.
