Ach, City Planner„,fevz, DATE: May 23, 1995 SUBJECT: Conditional Use Permit Request By Kraus- Anderson of Elk River, Inc., Public Hearing Case No. CU 95-07 REQUEST Kraus Anderson of Elk River, Inc. is requesting a conditional use permit for site plan review to construct a 16,000 square foot, multi-tenant, retail store as part of the Elk Park Center Planned Unit Development. LOCATION • South end of the planned unit development between Target and Freeport Avenue. ZONING/LAND USE PUD (Planned Unit Development)/HB (Highway Business). ATTACHMENTS • Location map • Zoning map • Development plans OVERVIEW The Elk Park Center planned unit development has been designed to require each new development to obtain a conditional use permit prior to commencing construction. The proposed 16,000 square foot multi-tenant retail building was not included in the first phase of Elk Park Center development plans. Therefore, similar to the freestanding sites on the east side of Freeport Avenue, a conditional use permit is required prior to commencing construction. • The proposed building was approved as part of the overall master development plan for the entire Elk Park Center planned unit development. This building, as referred to as s:planning:pc:cu95-07 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 • Building `E' is designed with approximately nine individual bays that are smaller than those found in Buildings 'B' and 'C' located on each side of the Target store. Each of the bays are 50' in depth with varying widths of 20' to 40'. A majority of the improvements to serve the new building, such as the parking and utilities have already been installed as part of Phase I. However, there will need to be some minor improvements along with the construction of the 16,000 square foot building. SITE PLAN REVIEW The following is a list of comments from staff regarding the proposed 16,000 square foot building. • Parking and Circulation 1. The service drive on the south side of the building will have to be properly signed to prevent parking from occurring. This driveway is approximately twenty feet in width--since this is primarily a"service drive"the narrow drive should not be a problem. 2. The plans indicate that all parking areas will be bounded with concrete curb and gutter, which is consistent with the standards outlined for the Elk Park • Center Development. 3. The required parking for this building was determined when the master development plan was approved. • Refuse Collection 1. The plans indicate that both trash enclosures will be constructed of a masonry material, which compliments the 16,000 square foot building. Staff recommends that these enclosures be large enough to accommodate general trash collection, as well as recyclable materials. 2. Enclosures shall be properly screened with appropriate landscaping. 3. Consideration should be given to designing the enclosures with convenient and easy pedestrian access. • Signage Attached is a proposed signage package for"Building E". This package is consistent with the Elk Park Center PUD agreement with the exception of the 20 foot wide bays. • s:planning:pc:cu95-07 • The current requirements establish a sign setback of 3'4" from the outer lease limits (wall). Typically, this "outer limit"happens to be a brick column. However, with smaller bays there is now the opportunity to create two tenant spaces within each column. The proposed deviation from the current requirements is the sign setback from the common wall within the columns. It is requested the sign setback be scaled back to 2 feet. The overall square footage will not change; rather, it will allow flexibility with sign location and style of sign. It is staff's understanding Kraus-Anderson would like to utilize this same standard on Building B and C when necessary. • Site Plan 1. The new retaining wall on the south side of the service drive should consist of a similar block material used on the retaining walls south of Target. 2. It was not clear on the site plans how high this retaining wall would have to be. Therefore, a detail should be submitted along with the final set of plans. Attached, is a sign package proposed for building "E". This package is slightly different • than building's B and C. The primary difference occurs on the smaller signs where it becomes difficult to maintain 3' feet 4" inches from each edge of leased space. Staff will discuss this further at Tuesday's meeting. • Building Architecture 1. The building materials appear to be similar to Building B and C next to Target. This will strengthen the continuity of the project's design. RECOMMENDATION It is recommended the Planning Commission recommend approval of the conditional use permit for Kraus-Anderson of Elk River, Inc., allowing construction of a 16,000 square foot multi-tenant retail building in Elk Park Center Planned Unit Development, with the following conditions: 1. Comments stated in the staff report dated May 23, 1995 being incorporated into revised set of plans and submitted for final approval prior to issuance of the building permit. • s:planning:pc:cu95-07 . 2. The proposed sign package as presented on Attachment A shall be approved and made part of the PUD agreement for the multi-tenant buildings in Elk Park Center.
