Request
McDonalds restaurant is requesting an amendment to their conditional use
permit to expand their existing restaurant facility by adding a 1,428 square
foot playland addition.

Background
McDonalds restaurant was constructed as part of the Barrington Place
planned unit development during the early 1980's. The PUD agreement for
Barrington Place requires that all site plan modifications be brought before
the Planning Commission for review and approval. If the Planning
Commission approves the site plan modifications, the application would not
need to go to the City Council for their consideration.

• If the Planning Commission approves of the playland addition proposed by
McDonalds, staff will work with the applicant to finalize any outstanding site
plan issues and issue a building permit to allow the addition.
Overview
The new playland addition will extend directly west of the existing building
towards Dodge Avenue. The new addition will take the place of an existing
outdoor patio area as well as two existing parking stalls. McDonalds
currently has enough parking to meet the city's parking requirements,
therefore the removal of the two stalls will not conflict with any parking
requirements.
The new addition will be approximately 45 feet from the west property line
which well exceeds the highway business setback of 25 feet. The new
addition will also be set back five feet from the curb and driveways on both
the north and south side of the building. This setback is consistent with the
existing building which presently does not cause a problem for pedestrians
and vehicles.
• Dodge Avenue Improvements
The city is currently in the process of upgrading Dodge Avenue and the Elk
Hills Drive intersection. That improvement project was originally designed
to end at 8th Street, immediately north of McDonalds. Recently McDonalds
has signed the appropriate petition and waiver forms to include themselves
in the public improvement project. Therefore, the project has been expanded
to extend past McDonalds to the south edge of their property. Given the
limited amount of right-of-way that currently exists along Dodge Avenue, the
widening of the road will consume virtually all of the existing right-of-way.
With the widening of Dodge there will not be much of a boulevard area
between Dodge Avenue and McDonalds property line. By consuming all of
the right-of-way with the road improvements, this will move the travel lane
closer to the McDonalds property and the landscaping within the right-of-
way will need to be removed. This may be the appropriate time for
McDonalds to revise their landscaping plan along Dodge Avenue by replacing
some of the shrubs and rock with materials more appropriate given the road
improvements and the need to have better site visibility onto Dodge Avenue
when exiting the McDonalds site.

• Summary
The proposed addition by McDonalds will not have much of an impact on
this site since there is ample parking and the site will not be changing much
in order to accomplish the addition. However, staff does believe the
landscaping and rock improvements that currently exist along Dodge Avenue
should be revised in conjunction with the Dodge Avenue improvements to
improve the safety of vehicles entering and exiting the McDonalds site on
Dodge Avenue.
Recommendation
It is recommended the Planning Commission approve the 1,428 square foot
addition to the existing McDonalds restaurant facility with the following
conditions:
1. The applicant submit four sets of plans to the building department for
review and approval and issuance of a building permit prior to
construction.
2. Along with the revised sets of plans, a landscape plan, illustrating the
• revisions to the landscaping along Dodge Avenue be provided and
approved by staff.
