Request
DMV Mall Corporation is requesting a preliminary plat to subdivide
approximately 20 acres into one industrial lot and one outlot.
Location
• The southwest corner of Business Center Drive and Joplin Street.

Overview
The proposed preliminary plat involves the creation of one 3-acre parcel and
the extension of a public road to serve additional lots in the Country Crossing
Business Center. The preliminary plat is consistent with a concept plan that
was presented to the Planning Commission and City Council when the first
addition was platted earlier this year. As mentioned above, the proposed
parcel will be three acres in size which exceeds the minimum lot size
110 requirement in the business park zoning district.

• The city and developers of the business park have recently been working
with a manufacturing company that would like to locate in the new business
park. This manufacturing company is proposing to construct originally
17,000 square feet with the ability to expand to 30,000 at a later date. Given
this size building and associated parking, a three acre site is being created.
Outlot A
Outlot A is an area that will be need to be replatted in the future at the time
of further development interest. With the extension of the cul-de-sac south of
Business Center Drive, additional lots could be created from Outlot A. As
discussed with the original plat for Country Crossing Business Center, any
re-subdivison of Outlot A will not allow access onto 183rd Street immediately
to the south.
Extension of Cul-de-Sac
Although the plat doesn't indicate the complete extension of the cul-de-sac
south of Business Center Drive, the developers are considering completing
this road immediately. In order to do this the plat would be modified to
include an additional 200 feet of right-of-way south of where it currently
• terminates.
Utilities
Please refer to the City Engineer's memo dated 9/19/95.
Recommendation
It is recommended the Planning Commission recommend approval of the
proposed preliminary plat by DMV Mall Corporation to create a three acre
parcel along with Outlot A with the following conditions:
1. A developer's agreement be prepared and executed, outlining the
terms and conditions of plat approval and installation of public
utilities.
2. All comments in Terry Maurer's memo dated 9/19/95 be incorporated
for approval of the preliminary plat.
3. A storm drainage impact fee in the amount of$741.60 per acre be paid
prior to the release of final plat for recording.
• 4. A water availability charge be paid to Elk River Utilities in the
amount of$300 per lot prior to release of final plat for recording.

• 5. The preliminary plat be revised to reflect the extension of the proposed
street south of Business Center Drive along with the appropriate
drainage and utility easements to allow the extension and looping of
public utilities.
6. A complete grading plan for the business park be submitted to the City
Engineer for review and approval.

RE: COUNTRY CROSSING BUSINESS CENTER, SECOND ADDITION
Dear Mr. Ach:
As you requested, we have reviewed the preliminary plat of Country Crossing Business
CIVIL ENGINEERING, Center, Second Addition. Based on our review, we would offer the following comments.
ENVIRONMENTAL
MUNICIPAL 1. The plat was prepared by John Oliver and Associates, and includes one lot at the
•PLANNING northwest corner with the remainder of the site between Business Center Drive and
SOLID WASTE 183rd as an outlot.
STRUCTURAL
SURVEYING 2. We would recommend that the cul-de-sac be continued and the entire right-of-way
TRAFFIC platted with this particular addition. That will eliminate the need for building a
TRANSPORTATION temporary cul-de-sac and building the road in two different segments. The road
itself we would recommend be a minimum of 36 feet wide, anticipating some larger
ELECTRICAL/MECHANICAL vehicles accessing the businesses.
ENGINEERING:
HVAC
POWER DISTRIBUTION 3. Provisions were made with the first phase of the Business Center development for
SCADA utilities to be extended into this phase. There is sanitary sewer and water service
SYSTEM CONTROLS stubbed from Business Center Drive to the proposed Lot 1 of this development.
There is also sanitary sewer and water stubbed from Business Center Drive in the
location of the road for extension down to serve the other lots. The watermain
should be looped to 183rd where there were also provisions made for an 8-inch stub
to be connected to the existing watermain in 183rd Avenue.
4. A determination will need to be made regarding how this proposed development fits
into the overall drainage plan for the Country Crossings Business Center. As you
recall, there were a series of ponds built with the First Addition. The question is
OFFICES IN: do these ponds have enough capacity for the proposed Lot 1, or do the future ponds
MINNEAPOLIS planned for south of Business Center Drive need to be constructed.
