Background/Discussion In work session on October 16, 2017,we discussed crosswalks on roadways with higher speeds and non- controlled intersection locations needing to be treated with higher level of safety devices than a standard sign and striping. Direction was to further review costs and think about potential locations for installation of a user actuated flashing/blinking crosswalk signs for this type of crosswalk. Over the past couple of years,we have been asked to consider a crosswalk on Twin Lakes Road at the north leg of Industrial Circle. Staff assembled the attached plan for required improvements to complete an ADA accessible crosswalk with a user-actuated flashing sign. Whether this location is chosen or another is selected,improvements to complete the crosswalk will include solar flashing signs, advance signage, curb replacement,pedestrian ramp installation, striping, and restoration. Staff reviewed a number of flashing sign types and recommends the most effective solution with regard to obtaining driver response, a user-actuated rectangular rapid flashing beacon (RRFB). The product offers more competitive pricing and is easier to replace than other user actuated LED flashing signs available on the market. The installation of the Twin Lakes Road crosswalk, detailed above,is not included in the 2018 budget. The Spectrum High School Executive Director has provided a letter of support for it to be considered with a commitment of costs participation if the improvements were to be made by this summer. Financial Impact The Twin Lakes Road crosswalk, as detailed on the attached plan,is estimated to cost about$20,000. A similar installation but on a roadway without center median would be estimated to cost about$16,500. As you are aware from previous conversations over the past couple of years, Spectrum believes a crosswalk and lighted signage at this location would go a long way toward increasing pedestrian safety. Following review of your suggested plan, Spectrum is very interested in pursuing this option further with the City of Elk River. We recognize that the City does not have this project currently budgeted for in this fiscal year. However, we wanted to make you aware that if the City were able to make it happen prior to the start of the 18-19 school year at the end of August, Spectrum would be willing to contribute $5,000 toward the cost of the project.
