REGULAR WEEKLY SCHEDULED MEETING OF THE
ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
MONDAY, JANUARY 14, 1985
Members Present: Mayor Hinkle, Councilmembers Engstrom, Williams, Schuldt and Gunkel.
Members Absent: None
1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle.
2. Agenda
Item 5 ~ Executive Search, Item 6 - Home Occupation and Item 7 - Check Register
were added to the January 14, 1985 City Council Agenda.
COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JANUARY 14, 1985 CITY COUNCIL AGENDA
AS AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0.
3.
Recreation Board Budget
Mr. Mike O'Brien and Mr. Darrell Mack, representatives of the Recreation Board
were present to discuss the 1985 Recreation Board requests. Mr. Mike O'Brien
suggested that the City Council consider the request in two sections: 1) the
Recreation Board budget of $19,000 for recreation programs, and 2) the senior
citizens' activities request for $5,000.
General discussion was carried on regarding the Recreation Board request for the
1985 budget. Discussion was carried on regarding the various programs, fees
charged for those various programs, and the request for the swimming pool. The
$4,000 budgeted for the maintenance of the swimming pool during the summer months
was discussed at length.
COUNCILMEMBER GUNKEL MOVED TO APPROVE THE $19,000 REQUEST FOR THE RECREATION BOARD
PROGRAMS FOR 1985. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THID MOTION PASSED
4-0.
Discussion was carried on regarding the proposed activities for the senior citizens
and the cost of a coordinator. Councilmember Williams indicated that he felt
there was a need for a Senior Citizen's coordinator. Councilmember Gunkel dis-
cussed the need of a coordinator and the participation by senior citizens in the
scheduled activities in 1984. Discussion was carried on regarding the senior
citizens' activities in comparison to the youths' activities. Councilmember
Gunkel indicated that the senior citizens' activities were programs to meet a
different age group as compared to the youth program. Further discussion was
carried on regarding the allocation of the $5,000 as requested. Discussion was
also carried on regarding supervision of a coordinator if tqe City was contributing
to the salary of that coordinator. Mr. Mike O'Brien indicated that Ms. Dee Kratzke
of the Guardian Angels Foundation, indicated that the Guardian Angels trustees
may also contribute to the funding of a coordinator if the City contributed to
that coordinator position.

COUNCILMEMBER GUNKEL MOVED TO APPROVE $5,000 IN ADDITION TO THE RECREATION BOARD
BUDGET TO BE USED FOR SENIOR CITIZENS ACTIVITIES. COUNCILMEMBER WILLIAMS SECONDED
THE MOTION. THE MOTION PASSED 3-1. COUNCILMEMBER SCHULDT OPPOSED.
Further discussion was carried on regarding the use of the $5,000 for senior
citizens' activities. Discussion was also carried on regarding the possibility
of the senior citizens' activities being a separate budget item in 1986.
Further discussion was carried on regarding the split of the $5,000 for the
coordinator position and the activity programs.
COUNCILMEMBER WILLIAMS MOVED THAT SIXTY PERCENT (60%) OR $3,000 BE USED TOWARD
A COORDINATOR POSITION AND FORTY PERCENT (40%) OR $2,000 BE USED TOWARD SENIOR
CITIZENS' ACTIVITY PROGRAMS WITH THE COORDINATOR POSITION SUPERVISED BY DENNY
CARLSON OF. THE COMMUNITY ED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE
MOTION PASSED 3~1. COUNCILMEMBER SCHULDT OPPOSED.
4. City Administrator Resignation
COUNCI)LMEMBERENGSTROM MOVED TO ACCEPT THE RESIGNATION OF THE CITY ADMINISTRATOR
AND ON BEHALF OF THE CITY COUNCIL, WISHED BOB MIDDAUGH SUCCESS IN HIS NEW POSITION
IN WATERTOWN, CONNECTICUT. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION
PASSED 5-0.
5. City Facilities Survey Questions
Mr. Jack Boarman of Boarman Architects was present to discuss the proposed questions
to be asked in a City survey regarding city facilities. It was the consensus of
the City Council that Mr. Boarman and his staff survey the community with the
questions as discussed, with the results to be presented to the City Council at
the January 22, 1985 joint Chamber of Commerce and City Council meeting.
6. BrentwoodRoads
Mayor Hinkle indicated that the City Council has received a memorandum from Mr.
John Gilbertson of Consulting Engineers Diversified, regarding the Brentwood
roads.
COUNCILMEMBER ENGSTROM MOVED TO ACCEPT THE LETTER OF RECOMMENDATION DATED JANUARY
8, 1985 FROM MR. JOHN GILBERTSON OF CONSULTING ENGINEERS DIVERSIFIED REGARDING THE
WINTER MAINTENANCE AND ACCEPTANCE OF THE BRENTWOOD ROADS. COUNCILMEMBER GUNKEL
SECONDED THE MOTION. THE MOTION PASSED 4-0.
7. Executive Search
Mayor Hinkle indicated that the City Council must discuss the means of finding a
replacement for the City Administrator. The City Administrator indicated that
an ad had been placed in the ICMA Newsletter.
Discussion was carried on regarding the various means of finding a replacement
for the City Administrator. The use of an executive search firm was discussed
as well as a citizens' search committee and the City Council reviewing applications
and finding a replacement. Discussion was carried on regarding how each of these
methods would be handled and how the work would be accomplished.

Discussion was also carried on regarding the appointment of an acting City
Administrator in the absence of the City Administrator until such time as a
new city administrator is hired.
It was the COnsensus of the City Council that the City Council would be con-
sidering the appointment of an acting City Administrator and the salary to be
paid the acting City Administrator.
It was the consensus of the City Council that the City Administrator would
research executive search firms and report back to the City Council on Thursday,
January 17th at 11:30 a.m.
8. Home Occupation
Councilmember Gunkel indicated that the home occupation on Jackson Avenue is
using flashing lights and a "Yes - Open" sign on the front lawn. The City Ad-
ministrator indicated that he would have the Building and Zoning Administrator
talk to Mr. Lynas regarding his conditional use for,'a~home_occupation and the~con-
ditions of that conditional use.
9. Check Register
COUNCILMEMBER SCHULDT HOVED TO APPROVE THE JANUARY 14, 1985 CHECK REGISTER.
COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0.
There being no further business, COUNCILMEMBER GUNKEL MOVED THAT THE MEETING BE AD-
JOURNED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0.
