The purpose of the special meeting is to take care of annual business to include election of officers, discussion of rules and regulations and to review goals and objectives for 1997. The first two items are copies of minutes from last year's Planning Commission annual meeting, as well as the joint meeting the Planning Commission had with the City Council. This will be helpful for those Commission members that were not present at the meeting(s). Item No. 7& 8 • The Planning Commission's goals and workshop topics set for 1996 were for the most part, accomplished with the exception of goal no. 3 and workshop topics no. 2 and no. 5. The Planning Commission did not have a joint meeting with the Park & Recreation Commission in 1996 as they did in 1995. Talking with Dave Anderson of the Park & Rec Commission, he believes a joint meeting with the Planning Commission would be helpful for both groups. As far as the workshop topic regarding the downtown, this issue was placed on the back burner following the departure of Bill Rubin, economic development coordinator. Since this issue would involve the Economic Development Authority and Housing & Redevelopment Authority, it would be critical to have the new Economic Development Director on board prior to commencing this project. I suspect this issue will once again receive a lot of attention in 1997. In fact, the Strategic Planning Task Force identified the downtown as one of the top four economic development priorities for the upcoming years. One of the workshop topics the Commission identified for 1996 was to plan a mobile workshop. I thought the workshop was a great opportunity for the Commission to experience first-hand (and as a group) several issues discussed in staff reports and presented at Planning Commission meetings. Hopefully, two or three mobile workshops can be arranged in 1997 to evaluate projects that the Commission has reviewed. Also attached are Judy Thompson's notes from a recent Planning Commission workshop. This information should assist in "charting the course" for 1997. Item No. 10 The joint meeting with the City Council and Planning Commission has been scheduled for Monday, February 24th. The meeting will begin at 6:00 and run for approximately an hour. If any of the Commission members have a conflict on this date, it should be mentioned at the meeting Saturday to make sure that there will be enough Commission members in attendance to make that date workable. Item No. 11 Commission member Mesich requested that a brief overview of the Comprehensive Plan be presented. As part of this overview, I will be prepared to update the Commission on some possible Comprehensive Plan amendments that will be coming forward in 1997. • Item No. 12 Included in your packet are the most recent minutes from Sherburne County's meeting to discuss the long range transportation plan. Basically, the County has had the update of this plan on hold due to a change in consultants they were using to help them through the process. Item No. 13 The enclosed schedule for 1997 gives an overview of all of the Planning Commission workshops, meetings and other pertinent events. Also included are the Planning Commission representatives to attend the City Council meetings for each given month. Commission members are asked to review the schedule and point out any conflicts they may have with future meetings or workshops so adjustments can be made. Item No. 14 As discussed at the last Planning Commission meeting, a resolution is being prepared for the Commission to consider supporting the Community Values IDGuide formulated by participants at a recent 2001 Committee, Inc. conference. Adopting this resolution will acknowledge the Planning s:\planning\pc\O 1-1 lmemo.doc Memo to the Planning Commission Page 3 January 11, 1997 Commission's support of the Community Values, however, it will not be made part of the Zoning Ordinance nor the Comprehensive Plan. I plan on distributing this resolution at the meeting Saturday. Item No. 15 As previously mentioned, the joint meeting with the City Council has been scheduled for February 24th at 6 p.m. Item No. 16 Last week I received a preliminary program for this year's national planning conference to be held in San Diego. The dates of the conference this year will be Saturday, April 5 through Wednesday, April 9. As in the past, two commission members have been included in the budget to attend the national conference. The Commission may want to discuss which two representatives will be attending this year's conference. In closing, if there are any other items or issues the Commission would like to discuss at Saturday's annual meeting, please contact me prior to the meeting and the appropriate information will be made available.
